Rural Poverty Alleviation Fund Effectiveness Evaluation Model Construction And System Research And Development

Since the reform and opening up,China has vigorously carried out poverty alleviation work to help rural poor people get rid of poverty and achieved remarkable achievements.The development of national poverty alleviation work is inseparable from the support of financial poverty alleviation funds.Facts have proved that the investment in financial poverty alleviation funds has played a huge role in supporting the development of rural poverty.However,at present,China still has problems in the input-output efficiency of poverty alleviation funds.The phenomenon of poverty alleviation funds “not helping the poor” has become increasingly prominent.How to improve the poverty alleviation efficiency of financial poverty alleviation funds has become the focus of the government and society.Effective evaluation of the input-output efficiency of poverty alleviation funds has become an effective means of improving the efficiency of capital use.With the rapid development of information technology and the Internet,it provides technical support for the improvement of the precision assessment of poverty alleviation efficiency.On the basis of summarizing the research status at home and abroad,this paper has developed a rural poverty alleviation effectiveness evaluation system based on the efficiency evaluation model and related information technology in view of the low input-output efficiency of poverty alleviation funds.On the basis of realizing poverty alleviation fund input and output information collection,storage,processing and analysis,the research on poverty influencing factors and poverty alleviation capital input and utilization mechanism was carried out,and the input-output effectiveness of rural poverty alleviation funds was evaluated.The specific research content is as follows:(1)Analysis of the target range of poverty alleviation fundsThe analysis of the target scope of poverty alleviation funds is the basis for studying the poverty alleviation fund effectiveness evaluation model and the poverty alleviation fund effectiveness evaluation system.Using the Spearman correlation analysis method and the ordinary least squares estimation model to analyze the poverty influencing factors,distinguish the poverty-reducing factors and poverty alleviation factors that affect poverty,and the extent of their impact on poverty,so as to determine the investment targets of poverty alleviation funds.The scope provides a reference standard.The results of Spearman correlation analysis show that the advantages and disadvantages of natural factors and social factors will directly hinder the development of the region,which in turn leads to poverty;while economic factors and poverty are basically negatively correlated,so economic factors are basically regarded as poverty alleviation.Factors rather than poverty.The results of ordinary least squares estimation show that different factors have different impacts on poverty,and the factors related to per capita income-expenditure and agricultural production have a greater impact on poverty.Therefore,the target range of poverty alleviation funds is selected.In the above,it is inclined to invest in factors that increase the output of agricultural production.(2)Research on the evaluation model of poverty alleviation fund effectivenessOn the basis of studying the influencing factors of poverty and determining the scope of investment targets for poverty alleviation funds,the PCA principal component analysis model and the DEA efficiency model are used to construct a poverty alleviation fund effectiveness evaluation model,and the model is used to study the poverty alleviation capital investment and operation mechanism.The reasons for affecting the level of input-output efficiency of poverty alleviation funds.(3)Rural poverty alleviation effectiveness evaluation system research and developmentIn order to effectively solve the problem of low input-output efficiency of poverty alleviation funds in China,and to effectively evaluate the efficiency of poverty alleviation funds,the rural poverty alleviation fund effectiveness evaluation system was designed and developed.In the integrated data acquisition,data storage,data processing,data analysis,data visualization technology,combined with the spearman function and the ordinary least squares estimation model,the overall architecture design and functional module design of the rural poverty alleviation effectiveness evaluation system was completed.The “Poverty Influencing Factors” analysis function and the poverty alleviation effect evaluation function have been realized.The correlation model and the research on the effectiveness evaluation model of poverty alleviation funds can help to achieve an accurate analysis of the input-output efficiency of rural poverty alleviation funds and improve the efficiency of the use of financial poverty alleviation funds in China.The research and development of the rural poverty alleviation fund effectiveness evaluation system can help government departments to effectively manage poverty alleviation funds and achieve follow-up investigation on the input-output situation of poverty alleviation funds.
