Research On Performance Evaluation Of Targeted Poverty Alleviation Funds

In order to achieve the overall goal of poverty alleviation by 2020,how to help poor farmers get rid of poverty,prevent the phenomenon of poverty alleviation,promote the employment of poor people and promote the sustainable development of the economy in poor areas has become the focus of poverty alleviation work.Precision poverty alleviation is one of the important poverty alleviation methods proposed by the CPC Central Committee.Precision poverty alleviation can improve the efficiency of fund use and the identification rate of poor households.The characteristic of precise poverty alleviation is to adopt different assistance measures according to the congenital conditions of different poverty-stricken areas to promote the effectiveness of poverty alleviation.At present,precise poverty alleviation has been carried out in poverty-stricken areas in China,but there are still many shortcomings in the process of work.In order to evaluate the effectiveness of poverty alleviation,testing poverty alleviation policies can effectively alleviate local poverty.After many scholars' research,the state has formulated a precise poverty alleviation performance appraisal system,also known as precise poverty alleviation performance appraisal.Among them,the use efficiency of poverty alleviation funds is an important criterion for accurate performance evaluation of poverty alleviation.Accurate performance evaluation of poverty alleviation funds is one of the ways of checking and accepting poverty alleviation work in poverty-stricken areas at the grass-roots level.It can objectively analyze the use of poverty alleviation funds by local poverty alleviation departments.It can timely feedback the efficiency of fund use and the progress of poverty alleviation work to the upper departments of poverty alleviation.It is conducive to the supervision of poverty alleviation funds management in poverty-Through rigorous and scientific evaluation methods,it can reflect whether the use of funds in poverty alleviation departments is reasonable and compliant,whether the investment of funds is fair and fair,whether the poverty alleviation policies can effectively alleviate the local poverty problem,and provide reference and help for the poverty alleviation departments to formulate poverty alleviation fund use plans and poverty alleviation policies.The results of performance evaluation of precise poverty alleviation funds are determined by different analysis methods and evaluation indicators.According to the poverty situation in different poverty-stricken areas,field research is carried out to analyze the causes of poverty.Indicator factors that can truly reflect the effectiveness of poverty alleviation funds are selected to evaluate the performance of poverty alleviation funds on the premise of ensuring the consistency of objectives.Through the analysis of the evaluation results and various evaluation indicators,we can find out the use of local poverty alleviation funds and the problems of poverty alleviation policies,and give policy recommendations to alleviate poverty alleviation in poor areas.Through case study,this paper investigates Shennongjia forest area,analyses the causes of poverty in Shennongjia forest area,takes the performance factors affecting the use of poverty alleviation funds as indicators,calculates the weight of indicators by hierarchical method,and establishes the performance evaluation model of precise poverty alleviation funds in Shennongjia forest area.The model can determine the impact weights of various factors at the grass-roots level on poverty alleviation of poor households in Shennongjia forest area,and formulate detailed financial performance evaluation methods according to the final weights of various indicators.In order to achieve a comprehensive dynamic prediction and process control of the use performance of precise poverty alleviation funds in Shennongjia forest area,so as to strengthen the pertinence of precise poverty alleviation work and promote the smooth completion of precise poverty alleviation work.
