Research On Jiangxi Province Rural Poverty Alleviation Monitoring And Evaluation System

Poverty is the summary of economic, social and cultural backwardness. Poverty alleviation is the summary of the methods, means and measures to promote the object of poverty alleviation to enrich, by using the key element of production and resources, and by using certain methods & means to help the object of poverty alleviation. After the founding of the People's Republic of China in 1949, especially since the end of the 1970s when implemented the policy of reform and opening up, the Chinese government committed to economic and social development process, implemented a nationwide solution to the problem of food and clothing for poor people in rural areas with the main targets in a planned and organized mass poverty relief and development. But entering the 21st century, the development of the country's rural poverty alleviation face an unprecedented challenge. Poverty alleviation monitoring and evaluation system is to adapt to the poverty relief and development work characteristics of the new stage, aim at the poverty alleviation working, and shows that the input of government and the community causes what kind of results.Entering a new period, with the continuous deepening of poverty relief and development work, poverty group has new changes and the incidence of poverty decreases gradually in the overall situation. But it seems more complicated for the individual, as the poverty alleviation work faces more difficulties. Therefore, the monitoring and evaluation system of rural poverty alleviation in Jiangxi Province is very important and necessary. It is conducive to better understand the poverty population in the distribution for the Governments at all levels and departments, to master the incidence of poverty accurately, to timely work out effective anti-poverty strategy, to increase the efficiency of anti-poverty work so as to make more poor people benefit directly. It is also very important for the future research of poverty alleviation theory, the acceptance of poverty alleviation projects, the evaluation of the poverty alleviation model, the choice and adjustment of poverty alleviation strategies. At present, the State Statistics Bureau's poverty monitoring system has different meaning comparing to this paper's. The former's system focused on the national and provincial levels due to its design, and just act as a working monitoring for other departments. It is still blank for poverty alleviation monitoring and evaluation system below provincial-level area.
