Location Choice Of Industrial Enterprises From The Perspective Of Industrial Transfer

From the national perspective,China's regional economic development is extremely unbalanced,due to various factors such as geographical location,natural resources,economic policies and technological development,especially the large development difference between the eastern region and the central region and the western region.In recent years,China's eastern region has experienced rapid economic development and rapid industrial upgrading.The industrial development in the eastern region is developing rapidly and the market is gradually becoming saturated.At the same time,natural resources cannot continue to support the rapid development of the industry.With the steady advancement of the strategy of the rise of Central China,some industries in the southeastern coastal areas began to gradually transfer to the central regions.The six provinces in central China have seized the opportunity and forged ahead,not only achieving a substantial increase in economic growth,but also achieving the rapid development of industry development and the rapid growth of industrial economic strength in a certain extent.In this paper,taking the six provinces and eighty prefecture-level cities as research targets,the"China Industry Business Performance Data”from 2005to 2013 and the count regression model of panel data were used to study the influencing factors and mechanisms of the location choice of industrial enterprises under the background of the division of labor adjustment and transfer and undertaking in the Chinese enterprises.The results have showed that the influence of natural resources,cheap labor and population dividend on the location of industrial enterprises in central China has been gradually weakening.The gradual improvement of the economic environment and the continuous progress of the opening to the outside world have attracted the industrial enterprises in the central region.The influence of the improvement of labor quality on enterprise location choice has been also increasing.Central China should seize the opportunities for industrial transfer and undertaking,according to their local conditions,give full play to their advantages,enhance the ability of independent innovation,coordinate the development of the advantages of industries,and promote the industrial structure optimization and upgrading.Enterprise location choice is the first step in industrial development.The distribution and development of industry is the result of the site selection of the enterprise.It is the first step and the most important step in the development process of the enterprise.From the perspective of regional development,the issue of industrial enterprise location choice from the perspective of industrial transfer can promote the central region to exert its unique location advantages.At the same time,on the basis of this,enhance its overall industrial strength and enhance and enhance regional industrial competitiveness.Thereby,the transformation of the economic and industrial development modes in the central region will be further promoted.Meanwhile,the resource integration and structural optimization of the industry will be actively promoted.From the perspective of national resource integration and industrial undertaking,the findings are particularly significant in promoting the steady acceptance and transfer of industrial industries across the country and narrowing the development gap between domestic regions.This paper uses the China Industrial Enterprise Database from 2005 to 2013 and the China Urban Statistical Yearbook to screen out the number of new enterprises in each prefecture-level city and the urban characteristics of each prefecture-level city.The central region consisting of six provinces of province,Shanxi,Henan,Anhui,Hubei,Jiangxi,and Hunan provinces(eighty prefecture-level cities in six provinces)was selected as the research objects,using the Poisson regression model and the negative binomial regression model in the panel data regression model.Under the background of the adjustment of the division of labor and transfer of domestic industrial industry in recent years,the influencing factors and mechanisms of the location of new industrial enterprises are discussed.The results show that for the central region,the influence of natural resources,cheap labor and demographic dividends on the location of industrial enterprises is gradually weakening,while the continuous development of industrial economy,the gradual improvement of the economic environment and the continuous advancement of the process of opening up to other countries strongly attracting industrial enterprises to settle in the central region.At the same time,the influence of the improvement of labor quality on the decision-making of enterprise location is also gradually increasing.Based on the research on the impact of urban characteristic indicators,this paper further explores the impact of political uncertainty and official heterogeneity on the location choice of industrial enterprises.The political uncertainty represented by the change in the frequency of official turnover and the working environment.The impact of enterprise location selection is complex:in terms of the heterogeneity of officials,the provinces and regions where the top leaders of the party and government with high education and industrial enterprises have more backgrounds can attract enterprises to settle down.Finally,this paper puts forward some policy recommendations.For example,the central region should seize the opportunity of industrial transfer and undertaking,adapt to local conditions,explore and rely on its own advantages,enhance the ability of independent innovation and industrial renewal,coordinate the development of advantageous industries,and promote the rationality of industrial resources.In the appointment of officials,it is necessary to find the balance between the frequency of the official transfer and the length of the term,and to appoint local officials with high academic qualifications and industrial background.
