Due to historical and cultural tradition, geographical environment, the resource endowment, economic policy and other factors, China faces the serious challenge of uneven development of regional economic, especially between the central and western region. The experience of Japan, Four Asian Tigers, ASEAN countries and China’s eastern coastal regions undertaking industrial transfer to accelerate economic growth shows that undertaking industrial transfer is an important strategy for underdeveloped countries or regions to catch up with and surpass the developed countries or regions. After 20 years’ rapid development of eastern China, the market and resource are drying up gradually, and tend to massively transfer industries to other regions. Under the background, which industries should be undertaken by the central and western regions in our country during undertaking industrial transfer become an urgent and critical subject of balanced development of regions. This paper attempts to research the industrial selection of undertaking industrial transfer in the Central and Western Regions of China. It is beneficial to improve technical level and management level, drive industrial structure to adjust and upgrade, and accelerate the economic development. Meanwhile, it helps the central and western regions to take the initiative and undertake the industrial transfer from the eastern regions to achieve sustainable development.This paper makes an analysis of the industrial conditions of undertaking industrial transfer in central and western regions of China at present using the index of the change of industrial proportion. It turns out that the mainly industries undertaking from the eastern regions in the Central and Western Regions of China are labor intensive and resource intensive industries. And which industries should be undertaken in the Central and Western Regions of China? This paper uses the index of gradient quotient and the relative gradient quotient to make an analysis of the industrial conditions of undertaking industrial transfer in central and western regions of China at present. And the paper researches the key industries which the central and western regions of China should undertake, using the PCA.The dissertation is organized as follows:Chapter one firstly presents the research background, practical significance and theoretical significance. Then, the related literatures are summarized and reviewed from two aspects: the foreign research about industrial transfer and the domestic research about industrial transfer. Lastly, research contents, research methods, and innovation points of the paper are summarized.Chapter two takes the cross-section data of total value of industrial out-put of 2000, 2005, 2008 and 2011 as research sample, and use the index of the change of industrial proportion, in order to make an analysis of the industrial conditions of undertaking industrial transfer in central and western regions of China at present.Chapter three firstly measures the high gradient industries that all provinces or cities in central and western regions have, using the industrial gradient coefficient, taking data of total value of industrial out-put of 2011 as research sample and using the index of gradient quotient. Then, the industries that all provinces or cities of eastern regions trend to transfer out and all provinces or cities of central and western regions undertake from all provinces or cities of eastern regions were measured, using the relative gradient quotient. Lastly, the paper researches the key industries which the central and western regions of China should undertake, using the PCA.Chapter four summarizes the content of this paper.The innovation points of this paper are the following:Firstly, through analyzing the high gradient industries all provinces or cities of central and western regions undertaking from all provinces or cities of eastern regions, the result of which industrial selections the central regions and western regions are able to undertake from eastern regions respectively is obtain finally.Secondly, the paper researches the key industries which the central and western regions of China should undertake, using the PCA and through a series of index systems, which is built from economy, society and environment aspect.But there are many deficiencies and some questions are still left without an insight because of the constraint of limited time and knowledge of the author. For instance, what is scale standard of industrial transfer? What features are the transferred industries in central and western regions based on gradient transfer theory? These are just the matter for concern for our further study.
