Coupling Study On Coordinated Developmentof New Urbanizationand Beautiful Rural Construction

Since the reform and opening up,China’s development of urbanization is fast.Due to the early founding of China’s special national conditions,"to promote industry" policy was put forward,which played an effect during the early time.However,the gap between urban and rural areas is gradually expanding,and the development of urban and rural areas is not coordinated.It not only restricts the development of rural productivity and the improvement of farmers’ quality of life,but also restricts the improvement of urbanization quality.Towns and rural areas are two parts that are inseparable from the socio-economic development,and the two are mutually reinforcing.On the basis of the connotation of urbanization and the connotation of beautiful rural construction and the coordination mechanism between urban and beautiful rural,the paper established the evaluation index system of new urbanization and beautiful rural construction coupling coordination degree,calculated the quality of urbanization development and the quality of beautiful rural construction in Jiangsu It is of great theoretical and practical significance to find out the breakthrough point of Jiangsu urbanization and the harmonious development of beautiful rural areas,and to explore the internal mechanism and realization of the city to promote the rural areas.This paper first studied the theories of new urbanization and beautiful rural construction,defined the new urbanization and beautiful rural connotation and main contents,analyzed the new urbanization and beautiful rural internal interaction mechanism,and formed a new urbanization and beautiful rural coupling coordinated evaluation theory framework.On the basis of theoretical analysis,the new urbanization system formed from five aspects:the economic development,residents’ life,social development,ecological environment and urban and rural integration;the beautiful rural system formed from the economic development,human life,support and protection,rural culture and ecological environment.The entropy method is used to determine the weight of the index,and the coupled coordination degree model is introduced to evaluate the quality and the coordination degree.Taking Jiangsu Province as the case,analyzed the coupling degree of new urbanization and beautiful rural construction in Jiangsu from 2007 to 2015 by using entropy weight method and coupled coordination degree evaluation model.The research shows:(1)The quality of new urbanization in Jiangsu has been increasing year by year.The new urbanization system has a positive relationship between the internal economy,the residents’ life,the social development,the ecological environment and the integration of urban and rural areas.The new urbanization construction has a positive effect on the beautiful rural construction system;the rural agricultural economy,human settlements,ecological security,rural culture and ecological environment played an active role.Not only the elements of rural production promoted and optimized mutually.but also reflected the new urbanization development system in Jiangsu beautiful rural construction enhancement.(2)The coupling relationship between the new urbanization system and the beautiful rural construction system in Jiangsu is relatively close,but there is no necessary relationship between the coupling degree and the coupling coordination degree.The coupling degree is not necessarily high,but the coupling degree is high.In the case of low coupling degree,the coupling coordination degree may be relatively high,and the coupling strength and coupling focus of Jiangsu new urbanization and beautiful rural construction in different periods are different.(3)Jiangsu new urbanization and beautiful rural development coupled coordination more and more strong,the future presents a continuous high-quality coupling to the development of the-path.Can be divided into:2007-2008,the uncoordinated stage,the beautiful rural lag;2009-2010,the initial coordination stage,the basic synchronization;2011-2012,intermediate coordination stage,from the basic synchronization to the new urbanization lag Type transition;2013-2014,good coordination stage,basic synchronization type;2015,high-quality coordination stage,the basic synchronization type.(4)The new urbanization and beautiful rural coupling coordination in different cities in Jiangsu Province in 2013 are different from south to north,and the coupling coordination degree in southern Jiangsu is obviously higher than that in Suzhong and northern Jiangsu.Specifically in:,good coordination-Suzhou-basic synchronous type;Nanjing-basic synchronous type;Intermediate coordination,Wuxi-basic synchronous type,Changzhou-beautiful rural behind type,Zhenjiang-basic synchronous type,Nantong-basic synchronous type;Primary coordination,Yangzhou-basic synchronous type,Taizhou-basic synchronous type,Xuzhou-beautiful rural behind type,Yancheng-new urbanization behind type;Reluctantly coordinated,Lianyungang-basic synchronous type,Huai’an-new urbanization behind type,Suqian-basic synchronous type.According to the above research,this paper puts forward that the future income of farmers should still be raised as the focus of development,strengthen the training of rural adult labor force and vocational skills;establish a unified social security system in urban and rural areas;strengthen the core of innovation drive capability,and promote the adjustment of agricultural structure;improve the quality of education is the focus of rural work,strengthen the rural social atmosphere of publicity and education;strengthen the construction of ecological civilization,strengthen the construction of agricultural science and technology;improve the capacity of green development;pay attention to internal balance,strengthen the middle and northern Jiangsu financial support;carry out the construction of small towns according to local conditions,so that the small town ties the city and rural.
