Research On The Influencing Factors Of The Coupling And Coordination Of Rural Revitalization And New Urbanization In Shan Dong Province

Agricultural and rural development is an important component of national development,and is of great significance for national food security,economic development,urban-rural integration,social harmony,and ecological environment protection.In the process of urban-rural development,urban biased policies have continuously widened the gap between urban and rural areas,seriously hindering the pace of national modernization construction.The coordinated development of rural revitalization and new urbanization,such as the "wings of birds and wheels of cars," is an inherent requirement for promoting national development.As a province with abundant agricultural resources and economic vitality,the imbalance of urban-rural development in Shandong Province has become an important issue nationwide.Therefore,in-depth research on the urban-rural relationship in Shandong Province can provide effective guidance for promoting coordinated development between urban and rural areas,thereby accelerating the coordinated development of rural revitalization and new urbanization.Based on current academic research,comprehensively organize relevant concepts,and combine binary economics,regional economic development,and Marx Engels’ theory of urban-rural relations to conduct in-depth analysis of the coupling mechanism between these two fields;By using entropy method,coupling coordination degree model,difference degree model,and grey correlation degree model,this study investigates the coordinated development of rural revitalization and new urbanization in Shandong Province from 2011 to2020,in order to explore their changing trends and spatial distribution;Based on the conclusions of empirical research,provide effective policy recommendations.The research conclusions mainly include: from 2011 to 2020,the overall level of rural revitalization and new urbanization in 16 cities in Shandong Province showed an upward trend,but there is room for improvement in development quality and speed,and the overall speed of new urbanization is slightly faster than that of rural revitalization.The level of new urbanization and rural revitalization development in various cities shows uneven development.The development pace of the coupling and coordination level of 16 prefectures and cities is inconsistent,with obvious regional characteristics,mainly manifested in the relatively high level of coupling and coordination in the central region of Shandong,with Jinan as the center,and the overall gap in coupling and coordination development is gradually narrowing.The variation range of coupling value tends to decrease;The process of changing the degree of coordinated development is a process of optimizing development.With the change of years,the trend of changing the degree of coordinated development gradually evolves from "barely coordinated" to "primary coordinated" and then to "intermediate coordinated".The new urbanization indicators such as the proportion of secondary and tertiary industries,urban population,industrial solid waste treatment rate and urban population density are closely related to the coupled and coordinated development status;There is a significant correlation between rural revitalization indicators such as the proportion of one-on-one responsibilities of the director and secretary,the proportion of added value in the primary industry,agricultural diversification,and unit area yield,as well as the coupled and coordinated development status.Through the above research,in order to promote the further coordinated development of rural revitalization and new urbanization in Shandong Province,this article proposes four countermeasures and suggestions: adhering to problem orientation,determining the focus of work,practicing dual core leadership,creating regional linkage,establishing efficient coordination mechanisms,accelerating regional coordinated development,and taking multiple measures and implementing precise policies.
