The global ecological crisis has intensified and the ecological environment system has become disordered,which has seriously affected the normal development and development of economic and social activities of various countries,and even become one of the biggest problems threatening the survival and development of human beings.As an integral part of the Earth's ecosystem,people must take responsibility for protecting and improving the ecological environment.In the report of the 19 th National Congress of the Communist Party of China,Xi Jinping first put forward the important conclusion of "consisting on the harmonious coexistence of man and nature",which shows that the party and the state attach great importance to the construction of ecological civilization and green development.As a green bond that promotes green development,its green level determines the impact of investment projects on the ecological environment.Therefore,effective evaluation and certification of green bonds is an important way to develop green bonds in a healthy and sustainable manner.However,on the one hand,China's green bonds are developing rapidly,and on the other hand,the green bond evaluation and certification standards system is imperfect,which has caused the effectiveness of green certification to weaken,causing public suspicion of bond green,which in turn affects the deep development of bonds.Therefore,paying attention to the problems in the green bond evaluation and certification,and improving in time,can promote the development of green bonds from the top-level design level,thus promoting the improvement of the green financial system.In the first part,the paper expounds the research background and significance,systematically analyzes the status of green finance and green bonds at home and abroad,and sorts out and reviews the theoretical research on green bonds and green bonds assessment at home and abroad.Secondly,the author introduces the contents of the domestic and international green bond evaluation and certification standards system in the second part,and compares the domestic and international standard systems to analyze their advantages and disadvantages.Combined with China's actual national conditions,a new green bond evaluation and certification standard system was constructed in the third part,including threestages of pre-issuance,duration and post-issuance performance standard system.In the fourth part,based on the evaluation and certification standard system,the actual situation of the third-party certification report of China's green bonds is empirically tested,and the status quo of China's green and green bond evaluation and certification is analyzed,so that the overall evaluation rate is low,and the gap between the bond types is large.The overall quality of the assessment certification report is poor;qualitative disclosure and excessive disclosure;the evaluation criteria of each institution are not uniform and the comparability is low.Finally,in the fifth part,aiming at the problem,it puts forward the discussion on the improvement of China's green bond evaluation and certification index system,and gives some suggestions: At the level of the standard system,a comprehensive system of green bond evaluation and certification system will be established as soon as possible;The qualitative indicators should be combined with the quantitative indicators;a unified green project classification standard should be established.At the regulatory level,strengthen government green bond supervision;strengthen self-regulation of the market.At the institutional construction level,strengthen the entry barrier for green debt certification institutions;strengthen the construction of local assessment agencies.
