Study On Public Policy And Administrative Supervision For Health Food Production And Operation In China

Administrative supervision on production and operation of health food refers to supervising conduct of administrative supervision agencies of the government on production and operation of health food enterprises according to laws,rules and regulations with main supervisory behaviors including administrative licensing,administrative supervision and inspection,administrative penalty,etc.Study on administrative supervision on production and operation of health food enterprises is of great significance to improve relevant legislation and law enforcement,standardize market order and safeguard legitimate rights and interests of consumers.This paper summarizes the problems of administrative supervision on health food production and operation in academic field,reviews the history of health food production and operation in China,and investigates the experience in Japan,the United States.This paper analyzes the problems existing in the administrative supervision on the production and operation of health food in China,including the omission of education and management of the main body of health food production and operation bodies,and the revision of relevant laws and regulations lags behind the development of health food.The related standard system of health food production is not perfect,the testing technology and equipment of health food is backward,and the supervision of health food e-commerce is lagged,etc.This paper puts forward corresponding suggestions,including enhancing education and management of food operators,improving standards and systems of production of health food,strengthening building of health food inspection and testing technology and equipment,enhancing supervision and control measures of health food e-commerce,establishing and improving the mechanism of social co-governance,etc.In particular,this paper has put forward idea of building online inquiry platform for approval documents and internet enforcement platform to list illegal behaviors investigated into personal credit record catering to the lagging e-commerce supervision on WeChat Circle,Kwai and so on with an aim to provide certain reference for perfecting the administrative supervision of the health food industry in our country and promote the sustainable and healthy development of the health food industry in China.
