Food safety is a major issue related to politics, economy and people’s livelihood. It is also related to vital interests people are deeply concerned about in real life. Since the reform and opening-up, China’s regulatory efforts of food safety have been strengthened, the legal framework and standards system improved, the techniques enhanced and the quality increased. Therefore, the condition of food allowance has been improved, from shortage in the old days to abundance nowadays, and meanwhile the overall level of food safety has been significantly raised.However, in recent years, a series of food safety contingencies while strengthening the public’s concern about food safety, but also exposed the limitations in China’s food safety supervision. From the analysis of the food safety incidents, it is evident that most small food workshops who should take responsibility for those incidents have become one of hidden trouble in food safety problems.Based on information asymmetry theory, externality theory, game theory and other economics and management ones, following the thread of raising, analyzing and settling a problem, this thesis, which does research on Yangzhou city government’s regulations on small food workshops, introduces the current situation of small food workshops and actual condition of supervision, and also studies systematically problems and causes in supervision. Having borrowed experience of supervising food safety from developed countries in Europe and America as well as the modes of regulating small food workshops in some areas in our country and having consulted the achievements of both domestic and foreign researchers, this thesis provides countermeasures of enhancing regulations for small food workshops, attempting to build a proper approach for reorganizing supervision mode of small food workshops at the systematic level for Yangzhou city, trying to offer the relevant government departments the advice on decision-making and practical activity.The thesis advises to increase regulation on Yangzhou’s small workshops in the aspect of food production and processing through improving food safety laws and regulations, reinforcing small workshops rectification, raising working costs, enhancing the ability to supervise and setting up permanent supervision mechanism. Furthermore, The thesis also deems that, in addition to government regulation, the solid supervision mechanism among trades, within trades and in media should be perfected in order to form a group guard and control system on the basis of government’s supervision, trades’ independent management, enterprises’ auto-regulation and consumers’ surveillance.
