Food is food to safety first,food safety concerns everyone's health.With the continuous progress of science and technology,China's food industry has developed vigorously,the industrial chain has been constantly improved,the product category has become increasingly rich,and the responsibility of food safety supervision has become more and more arduous.In order to cope with the task of food safety supervision under the new situation,it is particularly important to build a reasonable and efficient supervision system.Food industry chain is a complex industry chain.which involves the cultivation and breeding of primary agricultural products,the supply of raw materials,the processing and production of semi-finished products,the storage,transportation and sale of food,etc.Only the government departments and only the staff of state organs can supervise them by exercising public power.Therefore,this paper takes the functional departments of the government as an integral part of the food safety supervision system,studies their organizational structure,operation mechanism and personnel allocation,and explores ways to effectively improve the food safety supervision system in China.Based on the macro-analysis of China's food safety supervision system,this paper takes Zhangqiu District as an example to analyze the current situation and existing problems of food safety supervision system.Combining with the author's experience in food safety supervision,this paper points out that there are some problems in the current food safety supervision system,such as insufficient supervision power,unclear division of responsibilities at different levels,and instability of supervision institutions.Based on the analysis of the characteristics of food supervision system in developed countries,this paper compares the similarities and differences of domestic and foreign supervision situations,and summarizes the enlightenment of foreign advanced food safety supervision system construction experience.By using the method ofinvestigation,the realistic factors affecting the construction of the supervision system are determined,and the focus and direction of improvement are grasped.In terms of personnel allocation,it is proposed to take the ratio of the number of supervision personnel to the permanent population,the supervision area per supervisor and the average supervision number per supervisor as the reference variables for personnel allocation,so as to reasonably allocate the supervision force.In terms of organizational structure,it is proposed to clarify the supervision responsibilities at different levels,so as to avoid the blind issuance of documents and the fatigue of the grassroots supervision institutions.In terms of operation mechanism,it is proposed to strengthen the coordination between different departments and establish a clear operation mechanism.In addition,in the aspect of system construction,it also puts forward that food safety risk management system should be established and perfected,and the supervision environment of social co-governance should be constructed.
