Commercial banks play an important role in China's financial system,As an intermediary between the supply and demand sides of funds,the effective allocation of the surplus and demand of social funds has played a good role in promoting economic development.In the increasingly diversified banking industry,urban commercial banks are increasingly important in the banking system of China's banking financial institutions,playing an important role in serving the local economy.In addition to a small portion of its own assets,the funds operated by city commercial banks rely heavily on the bank's debt funds.With the continuous strengthening of regulatory policies,the bank's debt structure is also changing,and the requirements for bank liabilities are also increasing.The paper makes a corresponding review of the domestic and foreign scholars' bank debt business and liability structure,and concludes that the scholars' research mainly focuses on the analysis of the assets and liabilities structure of listed commercial banks.Taking the unlisted H Bank as an example,this paper analyzes the liability structure of urban commercial banks under the background of strong supervision.Firstly,it introduces the regulatory policies of commercial banks' general liability structure and liability business,introduces case banks briefly,and the current situation of urban commercial bank liabilities in China's banking system,and introduces H Bank's liability form.Then,based on the annual report data of H Bank and other types of banks and the statistics of regulatory agencies in 2013-2017,the paper analyzes the debt structure of Bank H from four aspects: deposit liability,interbank liabilities,borrowings from the central bank,and bonds payable.Comparing the data of other types of banks,it is found that the traditional deposits account for a relatively small amount and the fluctuations are large,and the financial assets sold in the interbank liabilities account for a relatively high proportion of the H-bank debt structure.Combined with the analysis of regulatory policy changes and the structure of H-bank liabilities,the problems faced by H Bank's existing debt structure are mainly affected by the supervision of deposit products,the inter-bank liabilities are relatively high,there are potential liquidity risks,and the asset-liability ratio is too high.Facing the pressure of regulatory assessment,the liability structure is unreasonably narrowing the bank's profit margin.Finally,in view of the problems faced by H Bank's liabilities,it proposes countermeasures to optimize the liability structure from the aspects of strengthening the innovation of deposit-type financial products,optimizing the debt structure,issuing secondary capital bonds,and expanding the sources of funds.Through the analysis of the debt structure of H Bank,this paper has realistic theoretical significance for H Bank and city commercial banks to have a good debt structure,so that the healthy and reasonable debt structure will promote the long-term development of city commercial banks.
