In recent years,Chinese Party Central Committee has been continuously promoting the construction of a service-oriented government.The taxation authority,as one of the most important departments of the government,has every reason to overcome difficulties and provide taxpayers with high-quality and efficient tax services.According to the traditional way of taxation in the past,taxpayers need to go to the tax service hall to handle tax-related matters.Due to the cumbersome tax-related review procedures,most taxpayers need to travel back and forth many times.For example,it usually takes 15 to 30 days from registering for starting operations to purchasing invoice for the first time,which costs the valuable time of the taxpayers and the efficiency of the tax department.In recent years,due to the explosive growth of the number of taxpayers and the amount of tax business,the phenomenon of overcrowding in the tax service hall is very common.The traditional taxation model can no longer meet the demand of most taxpayers for tax services.With the development of economy and the progress of society,the degree of informatization of China has been significantly improved rencently.New concepts and technologies such as cloud computing,big data,Internet of Things,and mobile internet have emerged,making earth-shaking changes to peopled living standards.The inf-ormation taxation platfonn developed by the State Taxation Administration,such as the third Golden Tax Project and the VAT anti-forgery tax control system,has greatly reduced the pressure on tax officials.However,the informationization of the tax system has just started,and there are still many urgent problems to be solved.Under the background of the State Council's vigorous implementation of streamlining administration and delegating power,optimizing services and business environment,the modem taxpayer service must be promoted through information technology,and the new online taxation model should be promoted so that most taxpayers can enjoy the services without leaving the house.It is an inevitable trend of social development and an inevitable requirement for deepening tax management reform to let the people run less errands and let the information run more.This paper introduces the domestic and foreign research results of tax service and informationization in recent years,and uses the methods of literature analysis,case analysis and questionnaire survey to investigate the state of informationization construction of tax service in Yangzhou Taxation Bureau.A detailed questionnaire survey has been made to seek the problems of Yangzhou Taxation Bureau in the construction of tax service informationization,analyze the causes of the problems,and propose countermeasures to improve the informationization construction of tax services.This paper believes that the tax service informatization construction of China's grass-roots tax authorities is still in the stage of exploration and innovation.There are still some problems to be solved.For example,the promotion of online services in Yangzhou Taxation Bureau is not enough,which leads to the congestion of the tax service hall.The rising problem of information isolated island become increasingly apparent,the information platform 1s not strong enough,and the shortage of professional talents is still serious.These problems have seriously hindered the development of tax service informationization of Yangzhou Taxation Bureau,resulting in contradictions between taxpayers and tax authorities.Considering the current situation,the reasons are chiefly as follows such as the need to deepen the concept of online taxation,the imperfect data sharing mechanism,the need to upgrade the tax service information platform,and the lack of professional technical support.At the end of the paper,the optimization countermeasures are proposed.First of all,guide and change the taxation habits;secondly,promote the implement inter-agency information sharing;thirdly,optimize and improve the information taxation platform;last but not least,train and build an informatization talent team fourth,train and build an informatization talent team.
