Development Research On Economic Transformation Of Resource-exhausting In Leng Shui-Jiang City

Mono-economic cities in our country, emerged one by one since the founding of New China, have made great contribution to the development of the national economy. However, they are also facing a series of problems that should be taken seriously by social communities and the nation. Economic transformation of Mono-economic cities has been the folk focus and research hotspot.In the process of economic transformation and implement of sustainable development strategy, Leng Shui-Jiang City, as a Mono-economic city, desires to transform the economic growth way and get rid of the resource-dependence state.Based on the the development and transformation experience of domestic and foreign Mono-economic cities, analyzing the economic development condition and problems, the paper proposes the necessity and pressure of economic transformation in Leng Shui-Jiang City. By using principal component analysis and analysis of hierarchy process and grey correlation, the paper dynamically analyzes the recent economic development situation and output values of farming in Leng Shui-Jiang City. The results show that since 2000, the recent economic development situation is better and the output values of farming are increasing differently. It can be said that Leng Shui-Jiang City has made great achievements due to the recent preliminary economic transforming. Based on all of the above, by using SWOT analytic method to analyze comprehensively the superiorities, the inferiorities, the opportunities and the threats of economic transformation, the paper proposes the SO Tactic, WO Tactic, ST Tactic and WT Tactic which are suitable for Leng Shui-Jiang City’s economic transforming and explores the key development:①highlight the development of modern industries;②to develop services;③accelerate the development of suburban agriculture;④to improve city infrastructure construction;⑤do well an area to sink for mining. Based on the policy route of economic transformation in Leng Shui-Jiang City. At last, the paper proposes the safeguard mechanism of economic transformation. In this study, as resource-exhausted cities City is a smooth economic transition and sustainable development of great theoretical and practical significance, while for other resource-exhausted cities to provide a reference for economic transformation.
