Research On The Corporate Environmental Credit System

As an important part of the construction of social credit system,the corporate environmental credit system is based on the environment laws and regulations.It has the function of evaluating and reflecting the ability and willingness of corporate in pollution prevention,environmental management and ecological protection.Combined with the operational mechanism of stimulation and punishment for dishonesty,the system could be a significant innovative means to improve the environmental management level,especially in terms of urging corporate to standardize environmental behavior,fulfill environmental legal obligations and social responsibilities,and promoting public participation.Under the current environmental protection and management level in Suzhou,this paper has taken the corporate environmental credit system as the research object.Based on the implementation of existing system in Suzhou,the way of developing the system,improving the effectiveness of management and encouraging company to strength their awareness of environmental protection were the research target.The research detail contents are as follows:(1)The research analyzed and compared the development process and situation of national and local systems,and summarized the characteristics and deficiencies in the implementation and development process.The summary provided reference and exploring direction for further study in Suzhou.(2)Combined with the content of Jiangsu province corporate environmental credit system's planning outline and current implementation situation in Suzhou,the research summarized the target of expanding the evaluation objects with three implementation stages,and put forward the information collection form,the company's environmental behavior information can be collected and reported by themselves.According to the functional classification,the research suggested that evaluation indexes should clearly divide serious discredited behaviors,improve the role of encouraging indicators and comprehensively consider social influencing factors.On the basis of index research,the basic evaluation standard was improved and a new method of environmental behavior credit record and evaluation standard were established.Based on the current environmental management situation in Suzhou,research summarized the views and suggestions on further improving credit information sharing and dynamic management.Moreover,research established an integrated management and control platform of corporate environmental behavior data with visual analysis function through GIS model,and got some suggestions on the implementation environment of the system.(3)Taking S company as the study case,research used both original and modified evaluation standard and methods to assess the company's environmental credit level based on the results of detailed investigation and analysis on its environmental behavior,performance and management system.Subsequently,we compared and analyzed the process and results of the two evaluations.It showed that allowing corporates to participate in basic information collection process is conducive to expansion the scope of evaluation and establishment of credit files,improved standards can recognize the achievements of corporate management part on environmental protection more and encourage the corporate to meet higher standard.Besides,the suggestions proposed are more conformed to the requirements of evaluating green credit strictly,which is conducive to allocate environment management resources rationally.By comparing with the last corporate environmental credit evaluation method and standard in Jiangsu Province,it showed that the research results are in line with the development ideas and requirements.It proved that the suggestions proposed are practical and reasonable,and can be used as a reference for the system development in Suzhou.
