Research On The Budget Performance Management Of Scientific Research Project

In the 2016 our total investment in research and development(R&D)funds reached 1567670 million yuan,growth of 10.6%,which belongs to the government research institutions funds reached 22620 million yuan,growth of 5.8%.This shows that our attention to scientific research is constantly improving.But the growth rate of the government research institutions funds is lower than the growth rate of our research funding.It shows that the competition between government research institutions and enterprises and universities for research funding is increasingly fierce with the reform of our scientific research policy.It is easy to get the research funds for each government research institutions in the past,but it is not now.However the allocation is based on various indicators in different subjects next year.Besides,scientific research funds are not only allocation according to research contents and feasibility indicators,but also including financial arrangements for research funds and key performance indicator.However,there are much trouble in the compilation,implementation and evaluation of the budget of the government research institutions,which must be solved in order to develop in a competitive environment.At present,both our public institutions and enterprises need to improve the implementation theory of budget performance management.Although our enterprises have implemented the budget performance management earlier,but there are still many problems in the systems.However,the government research institutions belong to public institutions,budget performance management is just beginning.There is no scientific research project budget performance management successful practice for our reference.With the introduction and application of budget performance management methods in China,more and more managers recognize the importance of budget performance management in their work.However,the research of many scholars in China is mainly focused on the exploration and research of enterprise budget performance management.There are few studies on the performance management of scientific research projects of scientific research institutions.On the basis of the related theories of budget performance management at home and abroad,this paper makes a thorough research on the budget performance management of scientific research projects.The problems are analyzed by the S Research Institute,exposed in the process of the research project budget performance management.To analyze the current situation of the budget performance management of specific scientific research projects,find out the main reasons for the problems in the budget performance management of scientific research projects,and propose corresponding feasible optimization ideas and improvement countermeasures.It is hoped that we can give some reference and consideration to the budget performance management of our scientific research projects.
