Block system is the basic pattern of property relationship in open city community and the inevitable trend of city construction.Behind the implementation of block system,involving urban planning,community governance,property relations game and other aspects.Compared with the current closed community,block system has its advanced nature and is also facing the test of many aspects in the implementation process.There are many researches on block system and community governance,but there are few researches focusing on the property relationship transformation requirements and countermeasures brought by the promotion of block system.Starting from the proper state of the property relations in the open urban communities under the block system,this paper firstly analyzes the basic pattern and the evolutionary motive force of the block system,and then obtains the relevant factors affecting the development of the block system,thus determining the theme of the "watch and help"in the property relations in the urban communities under the block system and constructing the block system property gates.It is the basic path of "co governance".By comparing the current situation of urban property relations in closed communities,it can be found that the relationship between community governance model and urban community property is evolving under the influence of economic system and social development.At present,closed communities cannot meet the needs of urbanization and social development,and open blocks are the inevitable choice for the transformation of urban community property relations in China.Through further analysis,it is found that the block system has advantages and disadvantages,but it has practical conditions for implementation in terms of theoretical basis,social environment,institutional guarantee and so on,and it has some practice and development in some regions.By reviewing and summarizing the historical origin of block system development in China and the practice of eliminating closed communities in many places,the problems existing in the process of developing block system are analyzed.Finally,on the basis of clarifying the subject roles and cooperative relations in urban community property relations,this paper proposes countermeasures and Suggestions for the transformation of urban community property relations under the block system in view of the existing problems in China's block system construction.This paper argues that from the perspective of the transformation of government functions,first,we should strengthen policy communication and change people's understanding of the block system and the relationship between urban community property.Second,we should do a good job in scientific and reasonable urban planning,pay attention to the matching of neighborhood scale and public services from a long-term perspective,and meet the growing needs of people's life.Third,we should improve the legislation and tax system from the national perspective to ensure the financial source.On the one hand,we should make up for the transfer of private rights to public rights after the opening up of the block system,and clarify the legitimate rights and interests of all rights subjects.Fourth,we should give play to the standardized management of the market,advocate open and transparent information,create a fair market platform for competition and coordinate mechanism of multiple communication.From the perspective of the property enterprise transformation,first of all to industry role positioning,improve staff quality and service quality,to the road of healthy development,it should promote security and upgrade of hardware equipment,combined with the government to do community safety,third,to innovate service pattern and content to meet the diverse needs.From the view of owner autonomy development,on the one hand,to implement the information public,give play to the role of participation and the internal and external supervision and the owners'committee autonomy,on the other hand to establish a scientific evaluation method and perfect the supervision system,to promote the new block governance mode each authority subject pluralism participation and mutual benefit,together to build a socialist harmonious community.Although this paper puts forward some countermeasures on the basis of the research,there are still deficiencies in the systematic and in-depth research,which need to be further studied and improved in the future.
