There appear a series of commercial community.These new commercial housing areas implement commercial property management model,which is based on clear property rights.Owner of the house is the governance subject of public affairs in the legal authorization and economic relations.However, there are still a large number of old communities in real life, which are mostly built in the late 70’s and 80’s of the last century or even earlier.Because of many historical reasons, they meet a series of problems, including complicate property, chaotic management.The management style existing in planned economy time can’t work any more,and the relationship between rights and obligations is unclear.Because of the restrict of subjective and objective conditions, most old communities can’t implement commercial property management model.In practice, many attempts have ended in failure. The reason of their failures is the key elements which influence the performance have not been found. Therefore, we think, theoretically, the interactive relationship between property right and the right of governan ce manifests property right decides the right of governance, and also the right of governa nce will affect the property right. From the practical case verification of Chaoyang Distri ct in Peking City, because its quasi property management model is not based on composit e unification of property right and the right of governance,the property management is po or.However, Tianjin Lina mode is based on the composite unification of property right an d the right of governance and achieve good property management. This proves that the property management based on the unification of property right and the right of goernan ce can bring better property management performance. From the point of policy, we ne ed to come up with advice for the rectification of old residential property management fr om the two dimensions of property right structure and governance structure.
