This paper first overviews the current polices of the import cross-border e-commerce.By analyzing the industry background,the main content of the policy classified by the releasing body and the evolution process of the main supervisory polices,and constructing the current policy goal-input-execution-effect framework,we can clarify the governance logic of the cross-border e-commerce.Then I use the policy tool theory to analyze the mechanism of the import cross-border e-commerce policy,and then based on this theoretical analysis,taking the seven major test areas as an example,the content analysis method is used to decompose the policy texts of each city,and then combined with the development of the import business of each city,the fuzzy set QCA is used to explore the influence path of the policy,and the case is analyzed.Through research,this paper has the following main conclusions: First,in terms of current policy characteristics,we can see that the fomulation process is a combination of top-level design and bottom-up;and horizontally,the policy can be divided into normative and supportive;It has obvious interaction with the development of the industry;and the current state policy awareness of importing cross-border e-commerce has been basically clear.Second,as far as the current policy problems exist,the attitude toward imports is still prudent and insufficient.The more detailed legal system has not yet been established,and there are still some restrictions on promoting consumption.The third is to build the supply-environment-demand three dimensions' policy tools function way,and on this basis,using the QCA,the analysis shows that the two environmental-oriented policy tools,namely,infrastructure construction optimization and regulatory facilitation and standardization,are basically the necessary conditions for the development of cross-border e-commerce in various regions.The impact of policies on relevant import business is divided into industrial-chains-driven,talent-driven and capital-driven.On this basis,this paper puts forward some policy recommendations for the central government and local government.
