With the development of economic globalization,China's trade with other countries in the world is more and more frequent.As an important variable that influences the development of cross-border e-commerce,cross-border e-commerce policy has been paid more and more attentions.It plays an important role in guiding and guaranteeing the healthy development of cross-border e-commerce.Therefore,this paper adopts content analysis method,social network analysis method and PMC index model evaluation method to study the cross-border e-commerce policies of 26 regions in China from 2012 to 2019.The main content is:(1)Use content analysis to build a three-dimensional analysis framework that includes policy tools,policy subjects,and policy levels,and conduct a one-dimensional and two-dimensional cross-sectional analysis of regional cross-border e-commerce policies.It is concluded that the internal structure of policy instruments is unbalanced,which is manifested in the frequent use of infrastructure construction,scientific and technological information support and regulation,while the number of investment,tax incentives and demand-oriented policy instruments is relatively small.(2)By using the social network method,this paper compares the cross-border e-commerce policies of 26 regions by extracting keywords,central analysis and drawing network maps.Generally speaking,the key points of infrastructure construction keywords such as “enterprise” and “platform” are higher,and the “quality” and “recording” point degree are lower,and there are certain differences in hot topics studied by regional cross-border e-commerce policies.(3)With the PMC index model evaluation method,the effect of cross-border e-commerce policies in 26 regions was evaluated by screening policy samples,determining evaluation indexes and calculating PMC index.The results show that the policy effect of regional cross-border e-commerce is good on the whole,but the regulation policy effect of specific links is poor,and these policies need to be further improved.Based on the above conclusions,the corresponding policy recommendations are put forward.The first is to adjust the frequency of the supply and environment policy tools so as to strengthen the implementation of the policy;Second,we should attach importance to the driving role of demand-oriented policy tools,and increase the use of government procurement,outsourcing and management of overseas institutions to enhance the effect of policies;Third,strengthen commodity quality supervision to reduce safety risks;Fourth,strengthen the filing management of cross-border e-commerce enterprises and products to effectively protect the rights and interests of consumers.
