With the development of economic globalization and science technology, industrial clusters innovation network has become the source of international regional competitive advantage. However,at present, the industrial clusters in China generally have the problems of insufficient innovation ability and insufficient development stamina, which need to be further transformed and upgraded to enhance innovation ability. In this context,it is of great importance to explore the factors and the mechanism that influence the ambidextrous innovation of cluster enterprises, which will be good for the sustainable development of enterprises and the innovative development of the country.Cluster enterprises are the products of government policies. In the process of collaborative innovation of industrial clusters, both technological innovation and management innovation rely on the support and promotion of institutional factors. It has been proved that the institutional environment influences the ambidextrous innovation behavior of cluster enterprises.Obviously,as an important manifestation of the institutional environment, institutional pressure is also an important factor that influences the ambidextrous innovation of enterprises. However,at present, there is a lack of in-depth discussion on the effect of institutional pressure and ambidextrous innovation in academic circles, and the mechanism of its action needs to be further discussed. This study starts from the perspective of institutional pressure, takes strategic responses as the mediating variable and environmental dynamics as the moderating variable, and examines the internal mechanism of institutional pressure on the ambidextrous innovation of cluster enterprises.Through the way of questionnaire survey, the 422 copies of data were collected.SPSS21.0 and AMOS21.0 statistical analysis software are used for data analysis, then examines the theoretical framework model and research hypothesis, and draws the following conclusions:(1)Regulatory pressure, normative pressure and cognitive pressure have significant positive effects on the ambidextrous innovation of cluster enterprises, especially normative pressure.(2)Propector strategy and analyzer strategy mediates the relationship between institutional pressure and ambidextrous innovation, and environment dynamics positively moderates the mediating effects of propector strategy on exploratory innovation, negatively moderates the mediating effects of analyzer strategy on exploitative innovation.(3)Environmental dynamics positively moderates the relationship between propector strategy and exploratory innovation and negatively moderates the relationship between analyzer strategy, defender strategy and exploitative innovation. This study verifies that the effectiveness of the influencing mechanism of institutional pressure on the ambidextrous innovation of cluster enterprises, that is to say, institutional pressure influences the path of innovation through influencing the strategic responses of enterprises, and the moderating effect of environmental dynamics.Based on the system theory, strategic behavior theory and organizational ambidextrous theory, this study discusses the mechanism of institutional pressure on ambidextrous innovation of cluster enterprises, and provides a new perspective for understanding the effect of institutional pressure, and enriches the mechanism of institutional pressure on ambidextrous innovation. At the same time,in the context of implementing the strategy of innovation-driven development and building an innovation-oriented country in China, discussing the influence mechanism of institutional pressure on the ambidextrous innovation of cluster enterprises can provide some management implication for cluster enterprises and government institutions.
