Research On The Sustainability Of Basic Endowment Insurance Fund For Employees Of Urban Enterprises In Shanxi Province

With the deepening of the aging of our population,under the new situation of "the new normal" of economic development,the increase in pension income and the increase in pension expenditure in China are gradually slowing down,and the pension expenditure is gradually increasing,in addition,from October 1,2014,China began to implement the combination of the old—age insurance of organs and institutions and the old — age insurance of employees in urban enterprises,which could not be solved effectively in a short period of time,which made the gap of pension income and expenditure become more and more prominent.Since the beginning of the 21 st century,how to deal with the widening gap of pension income and expenditure,how to smooth the excessive population aging peak,has become a hot spot of social concern.I.Therefore,the study of the income and expenditure gap of the basic endowment insurance fund of urban enterprises is helpful to delay the expansion of the fund gap,and can take corresponding policy measures in advance to ensure the sustainable development of the endowment insurance system.This article takes Shanxi Province as the research scope,takes the urban enterprise worker basic endowment insurance fund as the empirical research object,first elaborated this article research background and the research significance,And summarized the domestic and international endowment insurance income and expenditure gap related literature content,and carried on the analysis and the commentary;Secondly,it combs the relevant theories of the endowment insurance fund sustainability research,which lays the theoretical foundation for the model establishment and prediction analysis of this paper.Then,the paper analyzes the operation of the basic endowment insurance fund for the employees of urban enterprises in Shanxi Province,and draws the conclusion that the basic maintenance of employees in urban enterprises under the advance system of Shanxi Province is based on the analysis of the operation of the basic old — age insurance fund.Income and expenditure of the old insurance fund;Then using the social security algorithm toconstruct the basic pension fund gap model for urban employees,and through setting different retirement age,the average contribution base,pension replacement rate and other factors,such as the impact of factors,such as the level of pension replacement rate,and so on.As a result,the income,expenditure and fund balance of the basic endowment insurance fund of urban enterprises in Shanxi province are predicted under the above—mentioned different conditions.The study found that,without considering financial subsidies and operating income,the balance of income and expenditure of the basic old — age insurance fund for employees of urban enterprises in Shanxi Province declined for the first time in 2034 from 2016 to 2038,and began to decline continuously since then.The fund's income and expenditure gap is getting bigger and bigger.At the same time,the paper analyzes the gap of pension income and expenditure predicted under different conditions,and based on this,puts forward the corresponding policy recommendations to promote the sustainable operation of the basic old—age insurance system of employees in urban enterprises.It mainly starts with the income of basic pension insurance fund,fund expenditure and system design of employees in urban enterprises,such as the implementation of delayed retirement.We will speed up the reform of the wage system,raise the average contribution base of pension funds,adjust population policies,improve the retirement system,and improve the expenditure system.It is hoped that the results of this study can be used as a reference for the basic endowment insurance fund of urban enterprises at the level of provincial administrative region to deal with the policy and measure risk of the gap of income and expenditure.
