Study On The Evaluation Index System Of High-quality Development In The Yangtze River Economic Belt

The international landscape is becoming more complex and changeable,the pace of technological development is accelerating,and the pace of economic development is relatively slow.China’s economic development is stable and positive,but the problems of unreasonable industrial structure,environmental pollution seriously,and imperfect social security are increasingly prominent.The concept of"high-quality development" has emerged and become an inevitable way to solve the problems facing China’s current development and a great goal for future development.High-quality development is a new development concept.In order to promotehigh-quality development,we must take quantity and quality,equity and efficiency,development and protection into consideration.Relying on the Yangtze River’s golden waterway,the Yangtze River Economic Belt has become one of the three nationalstrategic implementation areas,leveraging its economic development strength and tremendous development potential.The Yangtze River Economic Belt is a demonstration area for achieving high-quality development in the country.To improve the high-quality development level of the Yangtze River Economic Belt,it is indispensable to conduct a comprehensive and objective evaluation of the development level of the Yangtze River Economic Belt,find out the current development problems and strength points,and propose reasonable and scientific countermeasures.Therefore,it is of great theoretical and practical significance to study a high-quality development index evaluation system for the Yangtze River Economic Belt.Based on a profound understanding of the development strategy and the high-quality development connotation of the Yangtze River Economic Belt,this paper explains the quality economics,input-output theory and sustainable development theory,combing the domestic and foreign related research from the aspects of economy,society,population,environment and innovation and so on.The SWOT analysis method is used to analyze the current development situation of the Yangtze River Economic Belt,and to analyze the internal advantages and disadvantages,external opportunities and challenges.Under the principles of systematic.comprehensive,scientific,practical,comparable index system construction and relevant research by scholars,22 secondary indicators are selected from the five dimensions of economic development,social progress,open innovation,eco-friendliness,and people’s livelihood.And try to build a more comprehensive and reasonable evaluation index system of high-quality development.Collect and sort out the index data of the 11 provinces in the Yangtze River Economic Belt from 2005 to 2016,and use the global principal component analysis and cluster analysis method to evaluate the high-quality development level of the Yangtze River Economic Belt.Calculate the main component scores and comprehensive scores of provinces in the Yangtze River Economic Belt.And then use the comparative analysis method to compare the results of the global principal component analysis horizontally and vertically.In response to the problems found in the study,the countermeasures and suggestions are put forward from the aspects of strengthening organizational leadership,implementing innovation-driven,opening wider to the outside world,promoting supply-side reform,and perfecting laws and regulations.According to the full-text research,the follo.wing conclusions are obtained.First,the high-quality development level of the provinces in the Yangtze River Economic Belt generally showed an upward trend,and the eastern provinces increased significantly.Second,due to the different levels of economic development,the gap between high-quality development levels in various provinces is large.For example,Shanghai with a higher level of economic development has a comprehensive score of 2.4601 in 2016,Guizhou province in the west is only 0.1893.Third,the high-quality development of the Yangtze River Economic Belt is unbalanced,and the regional distribution characteristics are obvious.Among them,the medium development level accounts for the main part.Fourth,thanks to the support of national policies and its own location advantages,there is still much room for development in the high-quality development of the Yangtze River Economic Belt.Among them,the eastern region has obvious demonstration effects,the comprehensive strength of the central region has increased rapidly,and the green development in the western region has remarkable effect.
