Research On Coupling And Coordination Of Regional Innovation And Urbanization Development Quality In Henan Province

China's urbanization has been driven by three traditional factors: resources,labor and capital for a long time.However,under the circumstances of gradual scarcity of resources,declining production factors,weakening environmental carrying capacity,disappearance of population dividend and lower return on investment,it is difficult for the three traditional factors to drive the long-term sustainable growth of urbanization.There is a sign of the driving mechanism of economic development:innovation-driven substitution factors and investment-driven.Regional innovation has gradually become the driving force of urbanization development,and is also the key to tackle the problems of talent,industry,system and policy environment in urbanization.Urbanization provides elements,organizations and institutional platforms for regional innovation,and their coupling coordination relationship is obvious.In 2019,China and Henan provinces achieved remarkable results in regional innovation,and the quality of urbanization was further improved.It is urgent to study the coupling coordination situation between regional innovation and the quality of urbanization.Firstly,the paper summarizes the correlation theories and mechanism of regional innovation and urbanization quality,and elaborates the coupling and coordination mechanism and driving factors.Secondly,taking Henan Province as the research object,using the method of coefficient of variation,it is concluded that innovation output and human input significantly drive regional innovation.Population development and ecological environment quality significantly drive the quality of urbanization.Using the comprehensive index evaluation model,it is found that both of them have low comprehensive index,and the quality of urbanization lags behind regional innovation.Using the coupling coordination degree model and the type discrimination table of coupling coordination degree,it is concluded that the positive correlation between the degree of coupling coordination and the degree of economic development.At the same time,the spatial and temporal characteristics of the degree of coupling coordination are as follows: the time-series characteristics of thelow-level stable change of the whole province and the inter-city differences,and the spatial agglomeration characteristics of the four urban agglomerations are high in the West and low in the east.Then from the perspectives of talent,industry,system and policy environment,the main reasons for the current situation of coupling and coordination among the province,urban agglomerations and cities are analyzed.Finally,according to the relevant theories,research summaries,model conclusions and actual situations,suggestions are made: changing the concept of government management,developing environmental platforms construction,improving the quality of personnel training and optimizing the investment structure by using fiscal policies;establishing the mechanism of cooperation and exchange between industries,Universities and research institutes,strengthening the cooperation of knowledge and technology R&D,and paying attention to information sharing and protection;optimizing and upgrading the industrial structure,and developing emerging technology industries and ecological industries,improving industrial quality and efficiency,enhancing technology matching demands and actively promoting orderly industrial transfer;attaching importance to institutional innovation,attaching importance to innovative systems,rational planning of the main functional areas to promote the coordinated development of coupling.China's innovation-driven,rural revitalization,regional coordinated development,Henan Province's "Baicheng upgrading" construction have been put on the agenda,but the academic circles rarely study the coupling and coordination of regional innovation and urbanization quality.Practice shows that regional innovation and urbanization quality can promote rural revitalization and achieve regional coordinated development through the coupling and coordination interaction of elements,organizations and systems.Therefore,this study has important significance of the times.
