The improvement of new urbanization efficiency is one of the key contents of high-quality development of new urbanization.At present,the new urbanization construction methods in Henan Province are still relatively extensive,the overall level of urbanization is backward,environmental pollution is serious,and the capacity of urban sustainable development needs to be strengthened.This seriously restricts Henan's economic and social development.In the final analysis,the efficiency of new urbanization in Henan Province is relatively low.Moreover,the theoretical community is relatively lacking in the study of the efficiency of new urbanization in Henan Province based on the background of high quality development.To this end,this paper takes Henan Province as the research object,and establishes a new type of urbanization efficiency evaluation index system in Henan Province,and uses the undesired output SBM model and the Malmquist-Luenberger productivity index model to calculate the new type of Henan Province under the environmental constraints of 2003-2016 Urbanization efficiency and its decomposition,and using Tobit regression method to explore the influencing factors of new urbanization efficiency in Henan Province.Research findings found:(1)Static efficiency of new urbanization in Henan Province.The average efficiency of new urbanization in Henan Province was 0.76,and the general trend showed a “W” fluctuation trend.The average value of the comprehensive urbanization efficiency of the three major regions of the Central Plains urban agglomeration is Zhengzhou Metropolitan Area(0.82),Core Development Zone(0.73),and Linkage Radiation Zone(0.72),which reflects a certain regional agglomeration phenomenon,but the mean is lower than the average 1.The overall efficiency is low and the efficiency is not optimal.At present,scale efficiency is the limiting factor for the improvement of new urbanization efficiency in Henan Province.There is a large gap in the efficiency of new urbanization between regions and between cities,showing a phenomenon of polarization.(2)The dynamic efficiency of new urbanization in Henan Province.From 2003 to 2016,the efficiency of new urbanization in Henan Province increased by 0.8% annually,with a small increase.The new urbanization efficiency of the Central Plains urban agglomeration radiation zone developed better.There is huge room for improvement in the efficiency of new urbanization in cities and towns.The growth of the new urbanization ML productivity index in Henan Province is mainly due to technological progress.The Zhengzhou metropolitan area efficiency change index and technological progress index are superior to the core development area and the linkage radiation area;Technology-first cities are less than efficiency-priority cities.(3)Factors influencing the efficiency of new urbanization in Henan Province.The urban green space and the per capita disposable income of urban residents have restrictive effects on the improvement of new urbanization efficiency in Henan Province,the amount of foreign direct investment,and scientific and technological personnel.The quantity will promote the efficiency of new urbanization in Henan Province.(4)The improvement path of new urbanization efficiency in Henan Province.Optimizing resource allocation,transforming industrial structure,agglomerating scientific and technological talents,coordinating internal balance,paying attention to ecological civilization,and deepening opening up are the main ways for Henan Province to improve the efficiency of new urbanization.
