Research On The Performance Evaluation Of Premium Subsidy Policy Of Crop Insurance In Henan Province

Henan province is one of the main commodity grain bases in our country.Since the official launched the crop insurance premium subsidy policy in 2008,The premium subsidies provided by all levels of governments has accounted for 80% of the whole premiums.Crop insurance premium subsidy policy has effectively promoted the development of crop insurance,and stabilized the agricultural production and products supply.In recent years,topics such as "Planting Industry Structural Adjustment","Agricultural Supply Side Reform" and "Rural Revitalization" have appeared in important documents of the central government for many times.Crop insurance and premium subsidy policies have attracted more attention.And researches on premium subsidy policy performance level and policy adjustment and optimization have also become research hot-spots.The studies on this kind of problems can not only expand the perspective and content of related researches,but also provide reference suggestions for the adjustment and optimization of premium subsidy policies.Based on the perspective of social and economic performance,this paper uses the SE-SBM-DEA model and Malmquist index analysis method to estimate the performance level of premium subsidy policies in Henan province and cities in Henan from 2012 to 2017.Through the horizontal comparison of cities in Henan province,it is found that the performance levels of different cities are quite different.Zhengzhou,Jiyuan and few other cities have high performance levels and stable performance in each year,but the performance levels of most cities are in the middle and low range.Further analysis shows that the level of system management in Henan province is relatively close,but the scale benefit of subsidy funds is not the same,and the phenomenon of diminishing scale benefit is serious,which is also the main reason for the imbalance of performance level.The longitudinal comparison research shows that the overall performance level of Henan province is relatively stable from 2012 to2017,but the positive effect brought by the expansion of subsidy scale gradually weakens,and policy adjustment and optimization become the urgent task.Combinedwith the current situation of policy implementation,the study believes that factors such as insufficient insurance guarantee for crop insurance,lack of detailed subsidy methods and proportion,waste of subsidy funds and low recognition of farmers may inhibit the further improvement of the performance level of premium subsidy policy.This should be through the implementation of varieties and regional differentiation of premium subsidy system,establishing scientific insurance rates and subsidies grading system,rich planting insurance subsidies system,foster new type of agricultural management main body,to strengthen the publicity and education of farmers and improve the level of crop insurance coverage and the safeguard,in order to give full play to the positive effects of insurance subsidies.The innovation of the research is that the study made the indices such as insurance participation,sowing area joined in the evaluation system of indices from the perspective of peasant household production,and used performance level evaluation model of higher precision.Research evaluated the horizontal and vertical performance of insurance premiums subsidies policy in Henan province in two aspects of economic performance and social performance.
