Feasibility Study On Cotton Income Insurance In Hebei Province

In China,cotton takes a second place after grain in importance.As a large-scale agricultural product,cotton is a kind of strategic supply related to the national economy and the people's livelihood.Hebei province is one of the main cotton producing provinces in China and is affiliated to the Yellow River Basin.Cotton production in Hebei province accounts for about 1/6 of the country's total cotton production;cotton textiles account for 1/4of the national cotton textile production;in 2018,the cotton planting area and output in Hebei province are 210 thousand hectares and 240,000 tons respectively and ranks second in the country.Hebei province is an important cotton producing area and textile industry base in China.The cotton industry is the pillar industry in Hebei province of its economic development and plays an important role in rural economy and the promotion of farmers' income.However,in recent years,policy changes,cotton price fluctuations,increasing cotton planting costs and frequent natural disasters have led to a decline in the profitability of cotton planting in Hebei province and a reduction,which has seriously affected its stable development of agriculture.Therefore,it is of great significance to study cotton income insurance for the current cotton production status in Hebei province and the actual needs of cotton growers.The No.1Central Document in 2016 proposed to improve the agricultural insurance system and actively promote the pilot of income insurance and weather index insurance.The No.1 Central Document in 2017 further proposed to establish an agricultural product income insurance system.The No.1 Central Document in 2019 pointed out that it should follow the principle of increasing the total amount,optimizing the stock,improving efficiency,and speeding up the construction of a new agricultural subsidy policy system.It is necessary to formulate and improve the agricultural support protection policy as soon as possible in accordance with WTO rules,safeguarding the interests of farmers,and supporting the principles of agricultural development.Therefore,based on the cotton planting status and policy requirements of Hebei province,it is necessary for Hebei province to study the issue of cotton income insurance.This paper is divided into six parts.The first part elaborates the research background and research purposes.The second part,from the current situation of cotton planting in Hebei province,discusses the yield risk faced by cotton planting in Hebei province,and uses the model of CensusX12 method and H-P filter method to analyze the price risk faced by cotton planting in Hebei province.The third part conducts a questionnaire survey on cotton farmersin Hebei province,counting the influencing factors of cotton insurance for insured farmers and the demand for cotton income insurance.The fourth part elaborates on the necessity and feasibility of carrying out cotton income insurance in Hebei province.The fifth part draws on the development experience of US cotton insurance.The sixth part,based on normative analysis,empirical analysis and the experience of US cotton insurance,proposes to carry out cotton income insurance in Hebei province,hoping to provide some reference for the practice of cotton income insurance in Hebei province.The innovation of this paper lies in the research perspective.Cotton planting has a very important position in Hebei province.However,for the issue of cotton income insurance,there are few studies in the theoretical circle,and there are very urgent needs in the practice circle.Therefore,the topic selection of the paper is relatively new and has strong practical significance.
