Study On The Management Of Rural Collective Assets In The Process Of "Village To Community"

There are some problems in the process of communities changed from villages,which have a great effect on the value of villages' collective assets and interests of the farmers losing lands.This paper will give advice on figuring out these problems above based on studying good practice in other regions and theories related.It goes without the importance of villages' collective assets to the farmers losing lands.The value of villages' assets has been found several times higher than before because of house removal.The consequences would be unthinkable in the case of management confusion.Look from the front,disorderly management of villages' assets will damage the interests of the farmers losing lands directly and generate discontent to government.In the long run,management confusion will have a bad influence on the confidence of the farmers whose houses would be removed in the future and the progress of urbanization in China.The community named Ren He,typically transferred from a village where the author has worked in for a long time.This article has a lot of convenience in the investigation of the collective assets management of Renhe community,such as the convenience of policy documents and the settlement information collection,as well as contrastive data analysis,etc.Based on the collection of policy documents of villages' collective assets,the villages' assets management has been found operating according to the rule of administrative villages in the past.There are no policies targeted on villages' collective assets management which is unreasonable causing the disorder in management to a great extent.By means of giving questionnaires,it is found that the settlers would pay the most attention to devaluation of collective assets,and then they would like to have a voice of active involvement in collective assets as well as the approaches on maintaining and increasing the value of assets.At the same time,the study also has compared practice laterally between the Ren He Community and similar communities in the same administrative region,which would provide good reference.Based on the questionnaire survey and theories study,we have tried to fix the problems in the management.They want to actively participate in collective asset management,or how to manage the collective assets of the preservation and appreciation of ideas and suggestions.This article also compares the other several similar communities in an administrative region,and draws on some of its good experiences and practices.Research shows:Management of collective assets of the communities changed from villages contains two parts,on the one hand,the process of the communities changed from villages,;on the other,the management of the collective assets of rural villages.Study combining the two parts above is absent,thus this paper intends to propose opinions and suggestions on the basis of working and study experience of the author,attempting to direct a way for management of collective assets of the communities changed from villages.
