Research On The Development Of Village Collective Economy Of A Town In N City

Since the state puts forward the strategy of “village revitalization” in the country,continuously promotes the development of rural collective economy,and increases the village collective economy to solve the problem of “empty shelling” and “hollowing” in rural areas.Under such background,this paper analyzes the management problem of developing village collective economics and the increase of village financial income of the 13 administrative villages in A town of N City with the public choice theory and administrative subcontract as the theoretical analysis framework through the literature review and investigation interviews.Through the interviews of the 13 administrative villages and villages of A town,some leading cadres of A town and some related personnel of A county,the problems and causes of developing village collective economy of A town village were analyzed,and corresponding countermeasures were found.The research in this paper is mainly divided into the following aspects: First,it sorts out the three types of management issues related to resource dilemma,fiscal dilemma and institutional dilemma.Secondly,it analyzes the causes of these problems,which is mainly on the impact of the current government organization structure and system,and the policies formulated by local governments on the increase of village collective economy.It mainly includes restrictions on existing planning,rural soft environment constraints,changes in fiscal and taxation system reforms to grassroots government behavior,target substitution of governing the state through programs for developing village collective economy,negative impact on reverse incentives within the system,and the drawbacks of “quasi-administration” of village cadres and so on.Thirdly,based on the actual situation of A town,it proposes to improve the policy incentives for the village to develop collective economy,establish a talent incentive system,improve the transfer payment system that suits the right of affairs and finances,and improve the assessment and incentive system of officials.
