Study On The Development Of Village - Level Collective Economy In The Construction Of New Rural Community In Jining City

Village-level collective economy is the material foundation of rural development, animportant guarantee to realize agricultural modernization, and plays a very important role inrural infrastructure construction, social affairs, of cultural life development and living standardsand conditions improvement. As production base of high-quality grain, cotton, garlic andpeanut of China, Jining is a typical agricultural city. However, village-level collectiveeconomy’s development situation of Jining is not so good as expected. Two-thirds of the city’svillage collective economy can not meet the requirement of normal operation of village, andeven there is no collective income in some villages. The situation restrict the effectiveresolution of Jining "Three Rural Issues" and construction of new rural communities seriously.To better promote the economic development of the village collective economy of Jining, thisessay is focused on construction of new rural communities, research on how to seize and makegood use of this opportunity to develop the village collective economy, further improve theirliving standards and production conditions in rural areas as soon as possible to achieveagricultural modernization.The full text consists of five parts. Thesecond part is to state basic issues of village collective economic development, includingvillage collective economy’s concept, characteristics, development process, function andnecessity and feasibility to develop village collective economy. The third part is to describevillage collective economy’s development situation, including clarifying current situation ofJining village collective economy, summarizing its development characteristics, studying theproblems, exploring the causes of these problems. The fourth part is mainly focused onresearching opportunities of developing Jining City village collective economy, construction ofnew rural communities, deeply analyzing the relationship between the construction of new ruralcommunities and village collective economic development, pointing out favorable factors of construction of new rural communities to promote the village collective economic developmentand village collective economic development models. The fifth part is to research main relatedpolicies and regulations to lay a solid foundation for sustained and healthy development ofJining village collective economy.
