With the booming development of rail transit industry in recent years,Bombardier Changchun,has developed rapidly,the types of projects have increased,the production site has been slightly tense,and the human resources have been inadequate.Faced with fierce market competition and shrinking profit space,combined with the company's development strategy,to enhance the core competitiveness of enterprises,in order to meet the needs of market development,according to the company's production and operation situation,Bombardier Changchun has begun to attempt to outsource processes since 2015.Outsourcing part of the process to overcome the shortcomings,so that the company light-loaded to battle,use the external advantages of enterprises,reduce human costs,enhance the company's market adaptability,business outsourcing is also the same industry in recent years,the main plant of metro vehicles has been increasing production and operation strategy.However,due to the lack of experience and the lack of sound quality management system,a series of problems have arisen in the decision-making and implementation stages of outsourcing process.This paper qualitatively analyses the current situation and main problems of outsourcing quality management of Bombardier Changchun process by means of personnel interviews and on-site investigations.First,the decision-making of outsourcing process is unscientific and unreasonable in the decision-making stage,which lead to the wrong judgment of outsourcing process,outsourced the process that should not be outsourced;Secondwas that the supplier selection problem occurred in the decision-making stage,and the supplier with inferior quality and unstable quality was selected.Third,in the implementation stage,the outsourcing process has been disqualified or reworked for many times due to quality problems.Fourth,the quality of suppliers is unstable.Fifth,the supplier growth is slow,long time can not be effectively improved.The main reasons for these problems are the lack of scientific analysis and judgment of outsourcing processes,the lack of a systematic supplier selection and evaluation system,the lack of effective process management tools and the lack of a perfect system for evaluation in the decision-making and implementation stages,which can not effectively promote the growth of suppliers.It is imperative to improve the quality management system of outsourcing.Based on the outsourcing process of Bombardier Changchun Company as the research object,this paper uses the outsourcing management theory and quality management PDCA cycle theory to establish practical outsourcing quality management countermeasures for Bombardier,including outsourcing decision-making stage,outsourcing implementation stage,evaluation and improvement of outsourcing supplier performance.Establish a sound outsourcing process quality management system,scientific analysis and decision-making,plan outsourcing quality control means,evaluate and improve the performance of outsourcing suppliers.Outsourcing process will ultimately affect the quality of the vehicle.The quality management of outsourcing process will directly affect the quality of the vehicle.In order to ensure the smooth operation of the whole outsourcing quality management system,Bombardier will also take a series of measures to ensure smooth operation,mainly from the organizational level and human resources.In order to ensure that the established system process can be truly implemented to ensure the success of business outsourcing activities,so as to truly enable enterprises to reducemanufacturing costs,share economic risks,enhance production capacity,and enhance the core competitiveness of enterprises.This paper provides guidance for the quality management of process outsourcing in the future,and the specific scheme will be applied and continuously improved in practical work.Hope to provide reference for the quality management of process outsourcing of other enterprises in the same industry.Implement safeguard measures.This paper takes Bombardier process outsourcing as the research object and provides reference for Bombardier's other business outsourcing in the future.
