As an implementation part of the corporate strategy,the project has an important impact on the development of the enterprise.Through post-project evaluation and analysis,enterprise managers can find out the reasons for the success or failure of the project,sum up the lessons learned,and provide timely and effective information feedback to make recommendations for the future decision-making of new projects and improve the management level of investment decision-making,as well as post-evaluation.Suggestions for improvement in the implementation of the project propose improvements,so as to improve the efficiency of the sneak attack.This paper uses the Russian KCP factory project as the research object for post-evaluation.The plant project was built by two companies,one of which was the Russian oil company LUKOIL and the other was the American chemical company Nalco Champion.The project starts in 2011 and ends in 2018.The result of the project was a comprehensive modern large-scale factory with many large storage warehouses,chemical reagent production workshops,and further improvements to the fire protection system of the traditional administrative building and a new building.The purpose of the project was specifically to meet the product needs of the two companies,to increase the overall production capacity of the new plant,and the project was also supported by the Russian federal government.This paper first introduces the relevant theories and methods of post-project evaluation,such as logical framework method,success evaluation method and comparison method.The main basis for the post-evaluation study in this paper is the project investment plan,project work implementation report and feasibility study report.Through a comparison of the project opportunity expectation with the actual implementation of the project,the project has been comprehensively post-evaluated,including post-evaluation of economic benefits,post-evaluation of environmental impact and post-technical evaluation.This paper also carried out detailed evaluation of the project management process of the project,including post-decision evaluation of project establishment,post-evaluation of project survey and design,post-evaluation of project investment and financing plan,post-evaluation of project bidding and post-evaluation of project implementation stage.This paper establishes a logical framework table,clearly analyzes the success of each evaluation target,and obtains the overall post-evaluation results of the project through the overall analysis and argumentation.Finally,this paper reviews the project implementation process and combines the results of the post-evaluation to summarize the project,find out the actual and expected gaps and causes,summarize the lessons learned,propose corresponding countermeasures and suggestions,and reward the project participation.Fang,forming a benign project decision-making mechanism and changing the efficiency of construction projects.This paper aims to scientifically evaluate the effectiveness of the project and provide lessons and lessons for future plant management.
