Since the new normal of our economy, the mode of growth has shifted to the pursuit of higher quality growth, and the major social contradiction has gradually turned into the contradiction between the people's growing need for a better life and unbalanced and inadequate development. The importance of credit environment is self-evident.At present, there are still some shortcomings in the construction of credit environment in China, the concept of social credit is weak, and the related research started late.It is urgent to encourage and promote the construction of credit society by establishing credible credit environment evaluation. Therefore,it is of great significance to study the regional credit environment level, construct the urban comprehensive social credit environment evaluation index system, and investigate the regional credit environment level of our country to solve the current and future high-quality development of our country.Focusing on the construction of urban comprehensive social credit environment evaluation system, this paper studies the comprehensive social credit environment level of 22 major cities in China from 2011 to 2016.In the first part, from the three dimensions of social credit environment, market credit environment and government credit environment, the index system of 22 major cities in China was constructed through factor analysis method and AHP model, and the comparison was made. Then factor analysis method was used to verify the rationality of the index system of AHP model.Cluster analysis method was introduced into AHP model to reduce the limitation of expert method, and the comprehensive value of urban comprehensive social credit environment with practical significance was obtained. The second part applies the evaluation results of comprehensive social credit environment to study the relationship between urban comprehensive social credit environment and economic quality and the spatial interaction effect of credit environment in urban agglomeration.Firstly, total factor productivity is taken as the index to measure economic quality, and the relationship between urban comprehensive social credit environment and economic quality is analyzed through the panel model.Secondly,a regression model with additional interaction terms was constructed to compare and analyze the internal relationship between the comprehensive social credit environment level of the central and peripheral cities in the urban agglomeration and the influence of the distance between cities. The study found that:(1)the comprehensive social credit environment level of the sample cities continued to improve from 2011 to 2016,and the main driving force was the substantial improvement of government affairs integrity of government departments, which was also closely related to the improvement of residents'consumption level and the inflow of high-quality talents.(2)comprehensive social credit environment level has a significant positive impact on urban economic quality.(3)the comprehensive social credit environment level of the central city and surrounding cities in the urban agglomeration has mutual influence, and the closer the surrounding city is to the central city, the stronger this influence will be.Based on the above findings, this paper suggests that we should attach great importance to the construction of credit environment and promote its coordinated development with economic quality. At the same time,we should strengthen the comprehensive management of trans-regional credit environment construction in the urban agglomeration and promote the common development of all cities in the urban agglomeration. From the perspective of urban agglomeration,we should promote the overall level of urban credit environment comprehensively, improve the evaluation and application of credit environment, and build a complete urban credit environment evaluation and construction system.
