With the economy entering a new normal,competition among enterprises has gone beyond the concept of industry,and began to rise from the original value chain to the ecosphere,showing an all-round,three-dimensional,all-factor open competition.Within enterprises,the middle managers are the ones who influence the achievement of the strategic performance objectives of the competition situation.Therefore,enterprises need to use more effective management tools to enhance external competitive advantage by building internal core competitiveness.Performance management,as a kind of strategic management tool to effectively pull the competitive strategy of enterprises to the ground,has been widely recognized and accepted in the practice of enterprise management.Therefore,the establishment of a scientific and effective performance management mechanism and performance evaluation system for middle-level managers is conducive to timely and accurate evaluation of the implementation progress and quality of enterprise strategic objectives,which is essential for the realization of enterprise strategic objectives.By combining theoretical analysis with practical operation,this paper first systematically studies performance management theory,strategic performance management theory and practical experience of performance management tools such as balanced scorecard,key performance indicators and comprehensive budget.Secondly,it analyses and studies the current performance management cycle system of middle-level managers in BD Company,and finds out the existing problems in the system.And the causes are analyzed.The preparatory work for the implementation of performance management improvement is analyzed again,including formulating and clarifying company strategy,optimizing the key responsibilities of the post,drawing company strategic map,exporting strategic KPI,and determining Department KPI indicators.Finally,the corresponding solutions to the problems in each link of performance management and the guarantee measures for the success of system improvement are put forward in order to realize the operation of the system.Turn closed-loop and continuous improvement.The purpose of this paper is to improve the performance management system of middle-level managers in BD company by adopting balanced scorecard,key performance indicators and comprehensive budget performance tools and theories,to stimulate the enthusiasm and vitality of value creation of managers,so as to upgrade the company from human resource management to human capital management,to comprehensively improve the core competitiveness of enterprises,and ultimately to realize the enterprise and staff.Work win-win,improve the sense of achievement and happiness of employees.
