As an important management means,budget management has created huge profits for the company in the past many years,and improved the level of resource allocation of the company.However,with the continuous development of China's economy and society,the competition among enterprises is intensifying day by day,the uncertain factors faced by enterprises are also gradually increasing,and the disadvantages of traditional budget management in practical application are also gradually emerging.such as ignoring the company's strategic objectives,paying too much attention to financial indicators,etc.,thus affecting the implementation effect of budget management.Balanced Scorecard is a relatively advanced strategic management tool at present,which can effectively combine the company's business objectives with strategic objectives.Therefore,this paper proposes to introduce the balanced Scorecard into comprehensive budget management to overcome the shortcomings of traditional budget management.This paper takes Y Transportation Co.,Ltd.as the research object,and analyzes the current situation of the comprehensive budget management of the company on the basis of the relevant theories of comprehensive budget management and balanced scorecard.and excavate that there are some problems in the budget,such as single assessment index,lack of strategic orientation and so on.Combined with the actual situation of Y company,a comprehensive budget management system based on balanced scorecard is designed.The overall idea is as follows:first,define the strategic objectives of the company according to the vision of Y company and the analysis of internal and external environment,decompose the strategic objectives from the four dimensions of balancedscorecard and find out the key success factors,establish the index system at the company and department level;secondly,design the budget monitoring system based on balanced scorecard from the aspects of budget communication,analysis and adjustment.Finally,the analytic hierarchy process is mainly used to optimize the budget evaluation process of Y company.In order to ensure the effective use of balanced scorecard in the comprehensive budget management of Y company,this paper puts forward specific safeguard measures in the aspects of balanced scorecard application learning,management mechanism,basic work,early warning system and so on.So as to improve the enforceability of the company's strategy and ensure that the comprehensive budget management under the balanced scorecard of company Y plays its due role in the company management.
