training and green channels provided by the government.For the time being,there is no concern of old-age security.However,the elderly have lost the foundation of survival due to land expropriation,and their dependence on the family and the government is more obvious.In addition,the aging problem of China’s population is prominent,and the empty-nest,senility and disability of the elderly population in the relocation and resettlement communities are more obvious.Nowadays,when the family pension function is weakened,whether the elderly service needs of the relocation and resettlement can be satisfied is related to the overall situation of social stability.In this context,the active development of social care services to meet the elderly relocation increasingly diverse,personalized social care needs,China’s current response to the aging population and the establishment of a modern pension security system is the only way.Article on the basis of domestic and foreign scholars research,on the hierarchy of needs theory,the welfare pluralism theory and new public service theory as the support,the introduction of "resettlement farmers","community endowment service" core concepts,such as and other social forces in community endowment service,community endowment service development have made some achievements,services are increasingly diversified,service quality is improved,the old man’s life satisfaction improved.However,due to lack of development experience,there are many problems: single main body of service supply,insufficient social participation;The supply and demand of services are out of line,the elderly service content is single,and the medical care and spiritual comfort services lack of access;Lack of professional service team,weak foundation of volunteer team;Community management is inefficient,and the construction of information platform for elderly service is slow.The existence of the above problems restricts the further development of the relocation and resettlement of elderly care services for farmers,which is not conducive to diversified and personalized service supply,and the service satisfaction of the elderly is low.Aiming at these problems,based on the analysis of the reason for the existence of the problem and,on the basis of experience at home and abroad for reference,the author thinks that the development of resettlement farmers endowment service must be embedded in the community,on the basis of the combination of local economic development level of pension service development,put forward the following Suggestions: the transformation government function,increase financial input to the endowment services and legal system guarantee;We will work hard to lower the threshold for social forces to participate in old-age care services,and encourage them to take an active part in the supply of old-age care services through government purchase of services and tax incentives.Establish an assessment system for elderly care services,carry out needs assessment,improve the pertinence of elderly care services,and strive to improve the accessibility of medical care and spiritual comfort services;Establish standardized training and salary incentive mechanism,strengthen cooperation with colleges and universities,give play to the role of volunteers,and build a professional service team;We will leverage the Internet plus to build a smart pension service platform.Through the research on the elderly care services for farmers in the aviation port area,the author hopes to provide some ideas for solving the problems of elderly care services in the relocation and resettlement areas.
