In recent years,China's business environment construction has made remarkable progress,which not only promoted the development of China's foreign trade but also provided a new impetus for China's opening up.The business environment refers to institutional environment of a country,including political,social,economic,and legal factors that affect corporate activities.Optimizing the business environment helps to reduce the “uncertainty” and institutional transaction costs of the external environment of the enterprise.A good business environment can provide strict property rights protection,a fair judicial system and effective contract enforcement for trade development,and it also can helps enterprises to reduce burdens,and promotes enterprises exports.At the same time,international competition in the field of service trade has become increasingly fierce.In order to seize the market,countries have adopted various reforms to promote service exports.Although China is the second largest country in the world in service trade,there is a large deficit in service trade,and the export structure needs to be optimized.The purpose of this paper is to explore the impact of business environment on China's service exports,improve the international competitiveness of China's service exports and promote the development of service trade through good system construction.It is meaningful for promoting the formation of a new pattern of comprehensive openness and accelerating the cultivation of international economic cooperation and competition.This paper uses the 2003-2017 Doing Business report data which were published by World Bank and China's service exports data with 41 economies to empirically test the impact of business environment on China's service exports.The paper is composed of six parts.The first part introduces the background,significance and method of this paper,and analyses the related literature.The second part is based on Transaction Cost Theory,Incomplete Contracting Theory and Porter's Competitive Advantage Theory to analyze the impact of the business environment on China's service exports.The third part analyzes the development status of China's business environment and evaluates it based on the World Bank's Doing Business Report data.The fourth part analyzes the status of China's service export from the aspects of scale,structure and international competitiveness.The fifth part uses fixed effect regression model to analyze the impact of the business environment on China's service export.The sixth part is conclusions and policy recommendations.Summarizing the research results,and put forward corresponding policy recommendations.The results of this paper show that the overall level of the business environment has a significant impact on China's total service export.From the perspective of the segmented service industries,the overall level of the business environment has different significant impacts on exports of transportation services,travel service,construction services,other commercial services,government services.From the perspective of the segmented business environment indicators,these indicators on China's total trade in services has also shown significant differences.Among them,cross-border trade indicator has the greatest impact on China's overall service exports.The impacts of other indicators on China's service export are to protect small and medium-sized investors,obtaining credit,executing contracts,obtaining building permits,and starting businesses.The segmented business environment indicators also show differences in the export of China's specific service industries,and different indicators have different impacts on different industries.Based on the above research results,this paper proposes corresponding policy recommendations for improving China's business environment to promoting service exports.
