With the rapid development of China’s economy,the urbanization process is accelerating,and the people’s pursuit of a better life is more intense.The transformation of shanty towns around the city has become a key task for the government.In China’s "13th Five-Year Plan",it is clearly stated that "the transformation of shantytowns is the basic public service project of the government." The transformation of shanty towns is an important project to safeguard and improve people’s livelihood,continuously improve people’s living standards,and accelerate the process of new urbanization construction,in order to play its role in promoting social equity,increasing employment opportunities,improving urban taste,and optimizing the rational allocation of land resources.effect.As the old city and core city of J City,L District has heavy work pressure.In the new era and the new economic situation,it is necessary to continuously summarize the successful experience of the implementation of the reform policies of other provincial and municipal shantytowns,and it is necessary to combine the actual situation of this area.Innovate work ideas and working methods to face new situations and new problems,grasp implementation,grasp quality,successfully complete transformation projects,and improve the living standards of residents in this city.The paper is divided into five parts.The first part is the introduction,which mainly introduces the research background and research significance,and makes a general classification and detailed combing of related literatures at home and abroad,expounds the research methods and possible innovations,and constructs the overall research ideas of the article.The second part introduces the basic concepts and theories involved in this paper.The concepts mainly include the transformation of shantytowns and shantytowns,and then an overview of the graphical theory of constraints.The third part briefly describes the status quo of the implementation of the reform policy of the shantytowns in the L area,and based on the results of the interviews,summarizes the shortcomings of the current L area in the implementation of the policy,mainly in the selective implementation of environmental protection policies and the symbolicity of the policy of benefiting the people.Several aspects of implementation and approval work are slow.The fourth part takes the graphical theory of restrictive factors as the analytical framework.From the six dimensions of material constraints,legal constraints,organizational constraints,political constraints,distribution constraints and budget constraints,the reason for the above problems is that the organizational structure isimperfect,the law Insufficient regulations,insufficient funds,etc.The fifth part is mainly to propose corresponding solutions under the framework of the graphical theory of constraints,combined with the causes of problems in the implementation of policies in this paper.
