In recent years,the renovation of shanty towns has gradually become a hotspot for urbanization and improvement of people's livelihood in China.With the further improvement of shantytowns,the financing problems of shanty towns have become increasingly prominent.It is of great significance to carry out the transformation work smoothly and improve the effectiveness of the transformation of shantytowns.This paper first introduces the basic situation of the transformation of shanty towns in Xiamen,summarizes the characteristics of shanty town renovation projects,and analyzes the existing financing models for shantytowns in Xiamen,and proposes the shortcomings of existing financing models.Secondly,through the analysis of the connotation and characteristics of the PPP model,it is proposed that the introduction of the PPP model in the shanty town reconstruction project can alleviate the financial capital pressure,optimize the transformation plan,improve the transformation efficiency,and reduce the government workload.It is fully necessary and feasible.On this basis,combined with the actual transformation of the shantytowns in Xiamen,the PPP model of the shantytowns in Xiamen was designed,and the operation ideas,operational processes and responsibilities of the PPP model were studied.Then,the paper analyzes the qualitative analysis and quantitative analysis methods of value-for-money evaluation(VFM),and proposes whether the shantytown renovation project will adopt the PPP mode,which should be decided according to the value-for-money evaluation results.Finally,combined with the I above analysis,this paper takes the Gaolin old village reconstruction project in the southern part of Wuyuan Bay as an example,and uses the PPP model to evaluate the value of the project.The results show that the PPP model is superior to the traditional government financing model,and Single factor sensitivity analysis was performed by selecting discount rate,operating cost,and competitive neutral adjustment value.
