Study On Lanxi Special Equipment Safety Supervision

Special equipment is an important infrastructure in human production and life.Boilers in factories,elevators in shopping malls and large-scale amusement facilities in playgrounds are all special equipment.The special equipment often has the characteristics of being operated in high temperature,high pressure,high altitude,and high speed conditions,which is of great danger.A safety accident related to special equipment will cause great loss of life and property,which greatly affects social stability.The improper use and maintenance of special equipment can easily lead to safety accidents of special equipment.Therefore,it is particularly important to supervise the safety and effectiveness of special equipment.Based on the research of oversea special equipment supervision mode and domestic developed area special equipment supervision mode,combined with the reality of China's special equipment safety supervision,this paper takes LanXi special equipment safety supervision method as the research object and finds that there exist different problems in China's special equipment supervision mechanism such as serious shortage of case handlers,insufficient connection between special inspection and supervision,serious defects in random sampling inspection,low recognition of special equipment as well as relatively closed supervision.In view of the existing mechanism defects,the following countermeasures and suggestions are proposed.Firstly,learning from the national motor vehicle management mode which emphasizes on the points deduction system,annual inspection system and insurance system to achieve the purpose of full coverage of special equipment supervision and ensure the safety of special equipment;secondly,reducing the catalogue of special equipment supervision and exploring classified supervision and sectional supervision in order to alleviate human-machine contradictions;thirdly,increasing the case handlers and supervisors through institutional reform to improve the human-machine contradiction of special equipment;fourthly,reforming the department of special inspection,opening up the special inspection business to the market and introducing third-party competition to break the closed supervision mode;fifthly,developing new technologies for special equipment to reduce the potential safety hazards from the technical level;sixthly,improving the law as well as introducing punitive fines and compensation mechanism to arouse attention from the users and the masses to the safety of special equipment.
