Housing provident fund system is a housing policy-oriented financial system with Chinese characteristics,which was gradually formed and perfected in China in the early 1990s,using the experience of Singapore and other advanced countries for reference.After nearly 30 years of development,the housing provident fund system,as an important part of the reform of the urban housing system in China,is promoting the improvement of the housing security system in China and supporting the people to solve their housing needs.Promoting social harmony and stability has played an active and important role.However,with the continuous development and maturity of the real estate market in China,the development of the housing provident fund system cannot fully adapt to the development of the specific housing market,especially in large cities such as first-tier cities.The current housing provident fund system has insufficient policy financial support for the workers'multi-level housing demand,and the research on the reform and innovation of the system needs to be strengthened urgently.The 19th CPC National Congress proposed the establishment of a housing system of rent-and-purchase activities.But at present,most cities in our country have high house prices,in the aspect of supporting workers to buy houses,the low-interest loan quota of housing provident fund has been difficult to meet the actual needs of workers,and many cities have a high rate of individual loans.The shortage of loan funds,even the phenomenon of waiting for loans;for the staff and workers to rent housing,has not yet launched policy-based financial support,the existing housing accumulation fund system function has been difficult to meet the new requirements of housing system development in the new era.Under this background,how to choose the reform path of housing provident fund system and how to give full play to the supporting role of housing policy finance to workers multi-level housing demand has become the core issue of this study.However,scholars mainly focus on the international experience,model reference,high-level design,establishment significance and other aspects of housing policy financing,to reform the housing provident fund system.There is little research on the establishment of housing policy-oriented financial institutions,especially in a city,and there is still a lack of comprehensive and in-depth analysis and research.Therefore,from the perspective of establishing housing policy finance,this paper takes S City of Guangdong Province as the first place.A pilot city for example,from the target,system adjustment and expansion,functions,business,organizational structure,supervision and other aspects of systematic research.Taking the development of housing provident fund system in S city of Guangdong Province as an example,this paper mainly analyzes the current situation,problems and reasons of the system operation,and combines with the international advanced experience,using the methods of literature research,international comparative analysis,investigation and research.It points out the necessity and feasibility of establishing housing policy finance.Finally,it is concluded that building housing policy finance on the basis of housing provident fund system is the least cost,the least change,the most secure path,which can effectively enhance the security function of housing provident fund system.We will better serve the government's housing reform and development goals.
