Different from the trade barriers of goods,the barriers of service trade have some characteristics,like wide range,many means,concealment and so on.They are more difficult to trade during the negotiation process of trade liberalization,especially the three basic service trade(transportation,finance and telecommunications)which are related to the national economy and the people's livelihood.This paper selects the transportation industry in the producer service trade and conducts research on the trade barriers of the China-ASEAN Free Trade Area(CAFTA).The research content mainly includes the measurement,results and causes of the barriers,the economic effects of reducing barriers and policy recommendations.This paper draws on OECD's STRI measurement system to measure CAFTA's transportation service trade barriers.The data comes from the first and second batch of "Service Trade Agreements" signed by China and ASEAN countries.Firstly,the results of the two countries' commitments are collated,and horizontal and vertical analysis are carried out from the perspectives of time and industry.Secondly,the formation of barriers of transportation service trade in various countries is theoretically analyzed.Thirdly,on the two levels of trade in goods to study the economic effects of reducing trade barriers in CAFTA transport services.Finally,this paper provides policy advice to promote CAFTA's trade liberalization of transport service.In the measurement results,firstly,the differences of time commitment among countries in CAFTA region are analyzed,the first commitment table and the second commitment table are compared,and the changes of openness of countries are summarized.Then,only the second commitment table is used to compare the differences of restriction index among different countries.In terms of industry subdivision,this paper makes a comparative analysis of four major transport industries,namely,air transport,maritime transport,road transport and railway transport.In the analysis of each transport industry,the weight of five major policies(restrictions on foreign investment entry,restrictions on the movement of natural persons,barriers to competition,transparency rules and other discriminatory measures)is taken into account,which makes the analysis results more pertinent.In the economic effect,the impact of reducing barriers to trade in transport services on trade in services itself and trade in goods is analyzed respectively.In terms of reducing trade barriers to transport services in CAFTA,this paper puts forward the following suggestions based on the results of measurement analysis:1.CAFTA countries should gradually open up the transportation market,adopt a gradual approach,and expand the use of negative lists;2,CAFTA countries should establish an information management system.Give full play to government functions and promote the development of multimodal transport;3.CAFTA countries should actively attract foreign investment and accelerate the construction of international logistics infrastructure;4.CAFTA countries should actively seek cooperation to promote investment and talent mobility.
