Research On The "337 Investigation" China's High-tech Products Exported To The United States Suffered

Nowadays,high-tech industry is increasingly becoming the strategic industry of all countries in the world,and the competition of high-tech has gradually become the top priority in the international market competition,in order to help countries enhance their comprehensive national strength and enhance their international voice.Our country has always attached great importance to the development of high-tech industries and nurtured a large number of high-tech enterprises with international competitiveness,such as Huawei Technology Co.,Ltd.and ZTE Communications Co.,Ltd.Under the background of the accelerated development of world economic integration and trade globalization,internationalization has become the only way for the vigorous development of high-tech enterprises.With the rapid development of China's high-tech enterprises,more and more high-tech products are exported to the U.S.market.As a powerful country in science and technology,in order to protect its high-tech enterprises,curb the development of China's high-tech industries and maintain its hegemony,the United States frequently takes a series of trade protection measures against China."337 Investigation" is one of its many trade protection measures.It is a defensive weapon for the United States to restrict and prevent foreign commodities from entering its own market.At present,high-tech enterprises have already become the main defendant of "337 Investigation" of the United States.In this context,this paper first studies the relevant theories of "337 Investigation" and high-tech products trade,then analyses the current situation of'337 Investigation" on China's high-tech products,and studies why China's high-tech products exported to the United States suffered"337 Investigation" from the United States and China respectively.Secondly,by collecting data and establishing Poisson regression model,this paper makes an empirical analysis of the reasons why China's high-tech products exported to the United States encountered the"337 Investigation".From the final results of Poisson regression model,the trade deficit of high-tech products between the United States and China and the patent application quantity of Chinese high-tech enterprises in the United States all have a significant impact on the "337 Investigation" launched by the United States on China's high-tech products.The "Made in China 2025" plan has no significant impact on the "337 Investigation" launched by the United States on high-tech products in China.Finally,this paper puts forward the Countermeasures of "337 Investigation" from three levels of government,industries and enterprises to protect the legitimate rights and interests of China's high-tech export enterprises.
