Study On Risk Management Of Government EPC P Project In Wuzhou,Guangxi

The research in this paper is carried out against the background of the country's vigorous promotion of EPC project at the present stage and the insufficient research on the risk management of government EPC project.There are two key points in the study of government EPC project risk management:government and EPC.The research ideas,contents,methods and results are as follows:First,the P project was divided into research sectionsAdopt the idea of dividing project span section horizontally and risk management stage vertically.The horizontal division is as follows:bidding stage project investigation,design,construction stage project trial operation stage project delivery and use stage;Vertical in accordance with the risk planning,risk identification,risk assessment,risk response ideas.Secondly,the risk management of P project is studied(1)SWOT analysis is adopted to identify risks in the bidding stage.In the production,trial operation and delivery and use stages,the risk identification was carried out with the checklist method,and the identified risks of each span segment were summarized into a general list of project risks through the expert interview method.(2)The comprehensive evaluation of P project was conducted by expert scoring method and analytic hierarchy process.Rating panel members for each risk factor in accordance with the three evaluation datum(probability P,affect I,controllable O)for risk factors for uantitative and qualitative analysis after scoring and then calculate the weight value of each risk factor relative risk index,reuse analytic hierarchy process comprehensive weights for each risk factor,finally to the risk of ordering.(3)Risk response methods adopt a combination of negative response and positive response.Negative coping methods include avoiding,transferring,reducing and retaining risks;Positive coping strategies include risk utilization and risk sharing.It is necessary to adopt a passive-positive comprehensive response to high risk factors.In principle,we should adopt a passive and positive comprehensive response to Chinese risk factors.Low risk factors are determined according to specific risk factors.Research conclusions and results(1)the risk factor list of the government EPC project P was identified,including 9 secondary risk factors and 34 tertiary risk factors.After the risk assessment,the risk factors were sorted and graded.(2)research shows that the risk factors of government EPC project P are many and involve a wide range;Government official corruption C24 is the most important risk factor of P project and the most important feature of this kind of project.It is more effective to adopt comprehensive response measures for high and medium risk factors of P project.It is more scientific,rigorous and accurate to produce the pin-wise comparison factor value in the analytic hierarchy process.
