Since the concept of "Three Changes" reform was proposed by Liupanshui City in Guizhou Province in 2014 and quickly received close attention and support from the central high-level government,pilot projects have been carried out in various places.On the basis of the "Three Changes" reform of Liupanshui,Anhui Province formulated a provincial-level pilot progran in July 2016.Through a survey,it was determined that 13 villages in 11 counties(districts)were the first to implement the "Three Changes" reform.From the perspective of quantitative analysis,this paper builds the performance evaluation of the "Three Changes" reform pilot in Anhui Province as the overall goal.A total of four first-level indicators and 21 second-level indicators are used to evaluate the index system through questionnaires and statistical website searches.Relevant indicator data,using the econometric analysis method to evaluate the reform performance,and obtain the evaluation results to analyze and summarize the results of the "Three Changes" reform in 13 pilot villages in Anhui Province.This paper mainly uses semi-structured interviews,questionnaires and comparative analysis methods to measure and evaluate the performance of the "Three Changes" reform pilot in Anhui Province.The main research contents are divided into the following seven parts:The first part of the introduction mainly includes the research background and purpose,meaning,content,method,technical route and relevant research status at home and abroad;the second part introduces the theory and method related to the performance evaluation of "Three Changes" reform;the third part is the status quo of the "Three Changes,reform pilot in Anhui Province,mainly including the "Three Changes" reform process in Anhui Province,the reform background and reform practice of the pilot;the fourth part is the performance evaluation of the "Three Changes" reform pilot in Anhui Province,constructing the "Three Changes" reform evaluation index system,and using the questionnaire data to analyze 13 pilots.The basic situation of village reform,through the establishment of panel data model and Wilcoxon signed rank test,Friedman test and other methods to evaluate the performance of the reform and analysis of the results of the assessment;the fifth part,the domestic "Three Changes" reform experience for reference,respectively,from the government support Great,reforms have achieved good results and red culture leads the three perspectives The three regions in China that have achieved high-efficiency results in the“Tbree Changes" reform are model,summarizing their experiences and analyzing the parts that can provide reference for our province.The sixth part is the problem and optimization path for promoting the "Three Changes" reform in Anhui Province.The current situation of reform in our province,combined with the analysis of the evaluation results,summarizes the problems and optimization paths of Anhui Province to promote the "Three Changes" reform;the seventh part draws the conclusions of this paper and discusses the next research.After research,the following conclusions were drawn:First,the village collectives,farmers and business entities of the 13 pilot villages increased their income by participating in the“Three Changes" reform;Second,the implementation of the "Three Changes" reform project is conducive to increasing employment in the village.Posts,reducing the number of migrant workers in the village;Third,the implementation of the"Three Changes" reform in the pilot village is conducive to respond to the national call to accelerate the pace of poverty alleviation;Fourth,the pilot village risk prevention and control system needs to be improved.The prospects for this study are as follows:1.Analyze the various factors affecting the performance of the "Three Changes" reform from a more comprehensive perspective,and clarify the impact of different factors on the reform;2.In the follow-up study,except for the first batch of pilot villages,on the one hand,it will increase the number of villages that participate in the reform,so that the research results can be closer to the dynamic development situation,and on the other hand,the data of some undeveloped villages around the pilot will be added for comparative analysis.
