Research On The Construction And Application Of My Country's Fiscal Expenditure Performance Evaluation System

There are clearly proposed at The Nineteenth National Congress that” speeding up the establishment of a modern financial system,establishing clear powers and responsibilities,coordinating financial resources and balancing regional financial between the central and local governments.” Although the concept of “Fiscal Expenditure Performance Management” was proposed at 1999 for the first time,our government hasn’t implemented it in nowadays,especially in large-scale infrastructure investment.In recent years,the fiscal expenditure of our government has a larger growth,so we must attach importance to “Fiscal Expenditure Performance Management” and improve the “Performance Level of Financial Expenditure”.This paper attempts to construct a modern fiscal expenditure performance appraisal system.Firstly,the article outlines the background and significance of this topics,then cards the relevant literature review.After setting up the theoretical basis,The paper selects the panel data of fiscal input and output from 31 provinces in China from 2009 to 2017,then use “DEA and Tobit Method” to accounting provincial performance level of financial expenditure,explores the external possible factors affecting the performance of financial expenditure,and tries to provide effective policy recommendations for improving the performance evaluation of financial expenditure.The results of this study show that: Firstly,the efficiency of fiscal input in China is in a low level;Secondly,there are a regional differences of fiscal input efficiency in China,the eastern region is higher than the central and Western regions;Thirdly,the condition of financial input efficiency is biased in China.The growth of technological efficiency and technological progress is not synchronized.The low efficiency mainly comes from the inefficient use of technological progress.Fourthly,the level of urbanization has a significant negative impact on the efficiency of fiscal expenditure.Government fiscal autonomy,the index of financial decentralization and population density have a important and positive impact on the performance evaluation.The main policy suggestions put forward in this paper are as follows: Firstly,we should attach importance to management knowledge and technological innovation and promoting technological progress effectively;Secondly,the central and western regions should focus on technological progress,management knowledge and technological innovation,so as to make up for the deficiencies in the efficiency of financial investment;Thirdly,we should coordinate the relationship between policy and system adjustment and technological innovation,achieve the synchronous growth of technological efficiency and technological progress.Fourthly,coordinate the development of urbanization while providing public service activities;Fifthly,the central government can give local governments appropriate financial autonomy.The local governments increase financial investment in urban densely populated areas.
