Research On The Cognition And Trust Of The Basic Pension Insurance System For Urban Employees

Maintaining the institutional trust of the citizen is of great significance to the sustainable development of the endowment insurance system,because trust is the basis for the establishment,operation and development of the institution.Historical experience has proved that the development of the endowment insurance system should not neglect the public's trust to the system.Once the public loses trust to the social endowment insurance system,the consequences will be extremely serious.As the endowment insurance system is related to the vital interests of all members of the society,the formulation and implementation of any policies should be based on the trust from the members of the society.Therefore,in the process of designing,implementing,reforming and developing the endowment insurance system,we should pay attention to maintaining the public trust to the government and avoiding the negative influences caused by the lack of trust,which are of great significance for achieving the sustainability of the endowment insurance system and building up a healthy social trust system.Under the circumstances of the current population aging,in the process of the reform and the development of China's endowment insurance system,the challenges such as the decrease of pension substitution rate,the large gap of pension benefits among different groups,the difficulty of maintaining fund balance among income and expenditure,and the "empty account" of personal accounts have become increasingly prominent.With all these challenges,the public has questioned the fairness and sustainability of the basic endowment insurance system,and the risk of institutional trust crisis has increased.This study takes urban workers in Nanjing as the research object,and adopts questionnaire survey method to explore the influence of the cognition of endowment insurance system on institutional trust.The results show that:(1)there are significant differences in the cognition of the endowment insurance system among urban workers in terms of age,education level,health status,number of children,average monthly income and economic status;(2)the endowment insurance system trust of urban workers has significant differences in economic status,nature of employment unit and health status;(3)the cognition of the management link,the payment link,the design link and the right and obligation link of the basic endowment insurance system for urban workers have significant influences on the trust to the system.Based on above research,this paper combines related theories of institutional cognition,institutional trust and cooperative income to discuss and analyze the issues existing in the institutional cognition and institutional trust to urban workers' basic endowment insurance system.Finally,the feasible ways to enhance the recognition and trust of the basic endowment insurance system are put forward:(1)strengthening the risk supervision of the basic endowment insurance fund and promoting the market-oriented operation of the fund;(2)establishing a scientific and reasonable adjustment mechanism to improve the treatment level of the endowment insurance;(3)optimizing the design of the basic endowment insurance system to enhance its fairness and sustainability;(4)strengthening policy publicity and interpretation and information platform construction to enhance the sense of rights and interests of insured subjects.
