The New Rural Social Endowment Insurance Practice Research

With the developing of the economy and transformation of the society, aging and low birth rate issues cause the upsurge of discussing of endowment insurance. Aging of population in the countryside is much worse than downtown and even than other countries. Moreover, there are so many poor populations in the countryside, and the reducing of Land endowment and family endowment, the limitation of "old endowment insurance". There is an urgent need for a new mode of social endowment insurance to protect the rural life of the elderly. Institutional change theory is known as the development of institution will go through balance--imbalance--balance. In the situation of urban and rural segmentation and mobile couldn't getting through, rural family endowment and land endowment is to meet the demand of the rural pension; with the intensifying of social mobility intensified, the change of social ideology, traditional endowment function can't satisfy the rural endowment demand institution supply and demand are in the unbalanced state. In the process of balancing between supply and demand "New endowment insurance" comes from the base of "old endowment insurance", it not only balances the institution supply and demand, but also makes up the insufficient of rural endowment. Promoting the development of harmonious society in China, and there's a favorable change in the integrity of the social security system.Taking D County of Jiangsu Province as an example in this paper, analysis the reason of the transition of the "New endowment insurance" system, described the current situation of the system, analysis the "New endowment insurance" system effect and institutional constraints, discuss to speed up the counter measures of the "New endowment insurance" system changes, and achieve the gradual reform of the "new agriculture" system changes.
