| The basic Old-Age insurance system as the first pillar of the old-age security system,plays an increasingly important role in the social and economic life.As a major welfare project,it has made great achievements.At the same time,we should also pay attention to the problems in the system construction:the lower level of co-ordination,the inter-group system differences and other issues.It may lead to institutional risk,financial risk and social risk,and is harmful to building a unified labor market and a fair market competition environment.Through studying the integration of the old-age insurance system under the perspective of institutional evolution,the paper try to establish a unified national basic old-age insurance system to solve above problems,so that the institutional evolution will enter a virtuous circle.Based on the analysis of the achievements,contradictions and background environment of China’s basic old-age insurance system,points out the theme of the paper-the research on the integration of China’s basic Old_Age insurance system under the perspective of institutional evolution.Based on the theory of institutional evolution,the paper summarizes the integration process of the basic old-age insurance system from two clues-the regional integration and the group integration.and generalizes the specific characteristics of the evolution from the three aspects-subject,mode and influencing factors.Then,the paper analyse the non-equilibrium state of the current system construction and the dynamic mechanism to promote the institutional evolution.Finally,the paper put forward the suggestion of the integration: strengthening the top-level design,make the value concept and mission objectives of the system clear;path dependency,adopt the gradual change mode to build a unified basic old-age insurance system,and make full use of the Social Security Fund Council;path optimization,building vertical management system;setting reasonable goals of the replacement rate,setting the standard payment rate and discount payment base,dividing fiscal responsibility at all levels clearly. |
