Difficulties And Ways Of Location Selection Of Garbage Transfer Station Based On Neighborhood Avoidance Effect

The neighboring facilities have negative externalities,which will cause nearby residents to bear negative impacts such as environmental pollution,property depreciation,and community stigma.The neighboring facilities may easily lead to neighboring effects.With the acceleration of urbanization,the frequency of neighboring avoidance effects has increased year by year.According to statistics,in the past ten years,the number of neighboring avoidance events and participants have shown an upward trend,and the participating entities are increasingly diversified.Therefore,it is of great theoretical and practical significance to explore the dilemma and causes of the location of garbage transfer stations based on the neighboring avoidance effect and to seek ideas and strategies for governance.This paper mainly uses qualitative research methods and interest analysis methods to analyze the influencing factors,location dilemmas and causes of garbage transfer stations based on the neighboring avoidance effect.Firstly,the status quo of the garbage transfer station in Beijing is analyzed to understand the location problem of the garbage transfer station.Secondly,the author conducts in-depth interviews with residents,enterprise personnel and government personnel,and uses the grounded theory to sort out the interview data and pass the “situation-The conflict-results story line constructs the “influencing factor model of the location of the garbage transfer station based on the neighboring avoidance effect” to determine the relevant influencing factors of the site selection dilemma of the garbage transfer station;then,the interest analysis method is used to benefit the government,residents and enterprises.Analysis,determine the predicament and predicament of the garbage transfer station location process;finally put forward the way out of the predicament.Through research,it is found that some garbage transfer stations in Beijing have problems such as poor sealing,poor internal environment and surrounding environment,and close proximity to residential buildings.It is easy to produce neighboring avoidance effects.The current site selection of garbage transfer stations still faces practical difficulties.The formation of the dilemma of the garbage transfer station is related to the external conditions support of the site selection,the construction mode of the transfer station,the negative externalities of the transfer station,the social environment,the public risk perception,the degree of public participation,the interests of the enterprise,the environment of the site selection,and the location results.Based on the analysis of interest analysis,it is found that the interests of all parties in the garbage transfer station have the following dilemmas: the government faces the passive situation of nowhere to place garbage and site selection,and it is in a passive situation of “one construction stops”.The residents' resistance is intertwined with rationality and irrationality.There are technical imperfections and lack of risk management issues.The main causes of this dilemma are the following aspects.The main reasons for analyzing the location dilemma from the government level are: insufficient attention of the government's early warning mechanism,imperfect legal system,improper decision-making by local governments during the site selection process;The main reasons for the location dilemma from the resident level are: the negative externalities of the garbage transfer station,the imbalance of income and cost allocation,the increasing attention of the residents to the environment and health,the deepening of the community's affiliation,the enhancement of the organization of the residents,and the lack of trust of the residents and the government.Etc.The analysis of the location dilemma from the enterprise level is mainly due to the imbalance between the profit-seeking and social responsibility of the enterprise and the technical development of the garbage transfer station.The author attempts to propose a way out of the dilemma of the location of the garbage transfer station from three aspects: changing the cognitive concept and actively guiding the direction of public opinion,improving the environment of the site selection system,and reducing the negative external influence of the garbage transfer station.
